How much of the state budget is required to be spent on K-12 education?
 
Answer:

Article IX, Section 11 of the Michigan Constitution of 1963 guarantees that "the total state and local per pupil revenue for school operating purposes for each local district shall not be less than the 1994-95 total state and local per pupil revenue for school operating purposes." In addition, previous court orders determined that the state must meet the Headlee amendment by reimbursing districts a specified percentage for the necessary costs of special education, special education transportation, and school lunch at 28.6138%, 70.4165%, and 6.0172%, respectively.
