State spending on health services is second only to education. In fiscal year 2008, expenses for health services totaled $11.6 billion. Medicaid, a state and federal funding partnership, comprises over 90% of health services spending in Michigan. Medicaid delivers comprehensive medical, mental health, and long-term care services to low-income children, families, elderly, and the disabled. The remainder of health services spending is for a variety of programs including mental health services, substance abuse treatment, services provided through local public health operations, and services to the elderly.
