Fewer children living in poverty
Measure
- 5% reduction in the number of children living in or near poverty in 2005
- 33% reduction in the number of children living in or near poverty by 2010
- Increase the TANF work participation rate to 70% by 9/30/08 (10%/year)
Fewer children placed in out-of-home care
Measure
- 1% reduction in the number of children in the child welfare system in 2005
- 20% reduction in the number of children in the child welfare system by
2009
Increased percentage of children with health coverage
Measure
- % children (under 18) with health insurance coverage
- % children under 19 at or below 200% of poverty and without health insurance
coverage. Reported annually from US Census Bureau (note that this measure
is used to determine SCHIP allocation).

Reduced cigarette usage among youth and adults
Measure
