Health Indicators of Success

Fewer children living in poverty
Measure

  • 5% reduction in the number of children living in or near poverty in 2005
  • 33% reduction in the number of children living in or near poverty by 2010
  • Increase the TANF work participation rate to 70% by 9/30/08 (10%/year)

Fewer children placed in out-of-home care
Measure

  • 1% reduction in the number of children in the child welfare system in 2005
  • 20% reduction in the number of children in the child welfare system by 2009

Increased percentage of children with health coverage
Measure

  • % children (under 18) with health insurance coverage
  • % children under 19 at or below 200% of poverty and without health insurance coverage. Reported annually from US Census Bureau (note that this measure is used to determine SCHIP allocation).
  • MIChild, Medicaid Healthy Kids, New MIChild enrollments

Reduced cigarette usage among youth and adults
Measure

  • Reduce tobacco use by adults
  • Reduce tobacco use by adolescents
  • Increase the number of smoke-free environments
  • Reduce the initiation of tobacco use among children and adolescents
  • Increase smoking cessation attempts by adult smokers

Improved health indicators for Michigan residents
Measure

  • Age-adjusted heart disease, cancer, stroke, unintentional injury, pneumonia/influenza, diabetes-related, kidney disease, chronic liver/cirrhosis, AIDS, and CLRD death rate
  • Age-adjusted homicide rate
  • Alcohol-induced death rate
  • Age-adjusted suicide rate
  • Percent of adults overweight/obese
  • Current drinking, cocaine or marijuana use
  • Tuberculosis incidence rate
  • Chlamydia incidence rate
  • Never had a mammogram
  • Childhood immunizations (4:3:1, 4:4:1:3:3)
  • Increase the number of children tested for lead
  • Number of veterans receiving disability benefits
  • Average levels of disability benefits received by veterans

Lower infant mortality rates
Measure

  • Reduction in unintended pregnancies
  • Reduction in prenatal smoking rates
  • Reduction in black infant mortality
  • Increase smoking cessation during pregnancy

Improved access to quality health care
Measure

  • Statistically significant improvement in the number of participating hospitals meeting MHSC survey guidelines and volumes
  • Number of FQHCs and FQHC look alikes in Michigan
  • Increase insurance coverage of evidence-based treatment for nicotine dependency
