Purpose:

The purpose of the Grant Partnership is to enable the State of Michigan (SOM) to purchase rights to quality Orthoimages.  The SOM will use the original products INTERNALLY among all SOM State Agencies and their contractors for the duration of a project.  SOM needs imagery that is leaf-off and at least 2-foot pixel or better.  It can be either black and white or natural color .

For the purposes of this contract, CGI will t reat USGS and other federal agencies as State of Michigan Agencies in relation to accessing imagery managed by us. 

Funding Level

The SOM current model is to purchase the rights to the images up to 10-20% of the original cost of the project. 

Acquisition Window

Imagery must be collected during leaf-off conditions and the ground must not be snow-covered.  In Michigan, leaf-off imagery is typically acquired during early spring.

Format

Imagery must be digital and orthorectified. The State of Michigan will not partner with projects that seek to create imagery that is not truly orthorectified (for a more detailed description of format, please see the Technical Requirements for Advanced Users and Vendors) .

Resolution

If the images acquired are less than 2 foot pixels, the SOM asks permission to degrade the product for general distribution on our website.   In the highly unlikely circumstance that the original products are at 2-foot Pixel Resolution, the SOM will need to negotiate with the county on a case-by-case basis (for a more detailed description of resolution, please see the Technical Requirements for Advanced Users and Vendors) .

National Map Accuracy Standards

All imagery must meet the National Map standards.  The State of Michigan will not enter into agreements with local units of government for ortho products that do not meet national map accuracy standards for 1"=100', 200', or 400' scale.   More information is available at the USGS National Map Standards webpage - http://nationalmap.gov/gio/standards/index.html- in the Digital Orthophoto Standards of the NMP Standards Documents (for a more detailed description of format, please see the Technical Requirements for Advanced Users and Vendors) .

Metadata

For all contracts entered into between the State of Michigan and the local body prior to the acquisition of the imagery, the State will require metadata be made available by the vendor.  Where the State enters into a contract with the Local body after the imagery has been acquired, the State will negotiate one on one with the local body to make arrangements on how the metadata can be secured from the vendor.  The State of Michigan is asking the metadata at least be FGDC compliant (the Content Standard for Digital Geospatial Metadata ).  More information is available at the FGDC web site http://www.fgdc.gov/metadata. 

If necessary, the State of Michigan will offer the County expertise in dealing with the vendor to secure metadata.  Also, a sample metadata is attached for you to share with the vendor.

Ground Control Points

Starting with contracts entered into on or after 5/1/2007, the state will require the Ground Control Points as part of the delivery.  Accordingly, in situations that the Local body paid for the ground control points at the same time that the imagery is acquired, the State of Michigan will pay 15 percent of the cost of acquiring ground control points or a maximum of $1,000 which ever is less.    Please note that a county must have been charged for the ground control points acquisition the same time that they were charged for the imagery.  In other words, if the State enters into an agreement with a county to acquire imagery in 2007, but the County had already acquired ground control points in 2005, the State will not pay for the ground control points acquisition costs.  THE GROUND CONTROL POINTS ACQUISITION COSTS MUST BE QUOTED AND ACQUIRED IN THE SAME RFP AS THE COST OF IMAGERY ACQUISITION, AND BY THE SAME VENDOR.

If necessary, the State of Michigan will offer the County expertise in dealing with the vendor to secure or set up Ground Control Points.

Distribution

To the extent provided by the federal, state and local laws, the SOM will NOT distribute any original products on the web site.  The SOM is willing to sign the County Enhanced Access Agreement if one is available.

Federal Government Match for Counties that are Home to a Metropolitan Area

In addition, the Federal Government may be interested in matching the SOM contribution with the same conditions.  They would only use the original products internal to the federal government and distribute a degraded product through the National Map program.  The Federal government has directly contributed for counties that are home to a Metropolitan area, namely Detroit, Grand Rapids, Flint and Lansing.
