The Operations Support Administration (OSA) was created in 2006 to improve efficiency. OSA is headed by a Deputy Director who reports to the Michigan Department of Corrections Director. OSA Administration is responsible for oversight of all Central Office staff support functions and for providing internal organizational support for the Department. Responsibilities of the Deputy Director include planning, developing and implementing all personnel policies and programs, Fiscal Management, Legal Affairs, Training, Professional Development and Recruitment, Research and Planning, and Labor Relations which includes Alcohol and Drug Testing of employees and the Work-fit Program. This Administration also has a dotted line reporting structure with the Office of Personnel Services. The Office of Personnel Services is lead by the Personnel Services Administrator who works directly for the Department of Civil Service.
Bureau of Fiscal Management
The Bureau of Fiscal Management has statewide responsibility for the Department's budget, financing, procurement, and physical plant. The Bureau is responsible for the budget development process, contract management, purchasing for Central Office and Field Operations and any infrastructure including environmental and fire safety issues.
Office of Legal Affairs
The Office of Legal Affairs is responsible for coordination of communication with the Department of Attorney General and consists of the following sections: Freedom of Information, Prisoner Grievances and Appeals, Litigation, and Policy and Rules Development.
Training Division
The Training Division is responsible for developing and providing both initial new employee training and in-service training for status employees.
The Training Division establishes standards for training and assists the Department by planning, evaluating, developing and presenting training materials to improve employee performance, skills and knowledge.
All Department employees are required to attend new employee training and yearly in-service training. This training follows standards and guidelines established by the American Corrections Association , the U.S. Department of Labor's Occupational Safety and Health Administration , the Michigan Occupational Safety & Health Administration (MIOSHA) , and Department policy. Training for corrections officers also follows additional guidelines as established by state law.
The Recruitment Section is responsible for the screening, selection, and hiring of all new Corrections Officers. The section coordinates recruitment efforts for all classifications, ensuring diversity of the Department's workforce.

Office of Research and Planning
The Office of Research & Planning provides research, statistical analysis and information in support of strategic and operational planning, management, and program evaluation. The Office also manages the enterprise-wide automated data systems and functions. And the Office responds to emergency and ad hoc requests for data, analysis and information from the Governor's Office, the State Budget Office, the Legislature and Fiscal Agencies, the Courts, other State agencies, universities and colleges, other public/private organizations, the media and the public.
Labor Relations Section
The Labor Relations Section represents the Department in collective bargaining, at Civil Service grievance hearings, and grievance arbitrations. This section is also the director's designee for responding to second and third step employee grievances. This section is also responsible for pre-employment, random and reasonable suspicion drug and alcohol testing.
