Michigan's Zero to Three Secondary Prevention Initiative is funded in the Department of Human Services budget (PA No. 129 of 2009). The initiative delivers evidence-based, community collaborative child abuse & neglect prevention services to expectant families and those with children age birth through three that have been identified to be at-risk. These services are targeted at Michigan's five major urban areas (Genesee, Kent, Macomb, Oakland and Wayne counties). Priority and activities and services is given to families that have a Category III or IV Children's Protective case disposition. The initiative is now administered by the DHS Bureau of Child Welfare.
