LOCATION: The Alma Sugar Beet facility is a 22.76 acre site located in the City of Alma. The site is located in an area of mixed industrial, commercial, and residential developments. The area in the vicinity of the site is serviced by municipal water and sewer systems.
SITE HISTORY: The site was developed as the former Alma Sugar Company in 1899. The company processed sugar from locally grown sugar beets. In 1906, the Alma Sugar Company was acquired by Michigan Sugar Company which continued operations at the site until 1952. No operations have been conducted at the site since 1952; however, some of the former buildings were previously used for general storage.
Limited investigations have been conducted at the site to determine the property's suitability for redevelopment. The investigations were conducted in the area of former waste lime piles, in the area of an above ground storage tank, and to characterize foundry slag/sand utilized to construct an unpaved roadway on the site.
The results of the limited investigations revealed soil contamination in the vicinity of the above ground storage tank consisting of benzene, toluene, ethylbenzene, xylenes (BTEX), trichloroethylene, and polynuclear aromatic hydrocarbon (PNA) compounds. All compounds detected were below their respective direct contact cleanup criteria; however, the levels did exceed their groundwater protection criteria. Groundwater samples collected as part of the investigation did not exhibit contamination above the residential heath-based drinking water criteria
CLEANUP ACTIONS: Nearly $734,000 of CMI funds have been spent to conduct response actions at the site and prepare a closure report for a Limited Industrial Closure. In October 2000, response actions were initiated consisting of demolition and disposal of one 400 to 500 thousand gallon above ground storage tank, demolition and disposal of contaminated soil in the vicinity of the above ground storage tank, and demolition and disposal of concrete structure and building debris, including a limited amount of asbestos containing material. All response actions, including final grading, were completed in August 2001. Limited soil contamination exceeding the groundwater protection criteria remains. A Limited Industrial Closure report was scheduled to be completed by April 2002. The closure will prohibit the use of groundwater at the site.
REDEVELOPMENT POTENTIAL: The property is currently owned by the City of Alma and Alma Industrial Development Corporation. The City plans to relocate Alma Iron and Metal from their existing operation located on the Pine River in downtown Alma to the former Alma Sugar Beet property. This relocation should allow Alma Iron and Metal to further expand its operations. The waterfront property will be redeveloped to include recreational, commercial, and residential uses.
REDEVELOPMENT STATUS: This city-owned site is located in a highly developable waterfront area. The city is actively pursuing a number of redevelopment options. A new access road is being built, and a rail spur is on the property.

LOCATION: The Corner of North & Mill Streets site is located on the northwest corner of the North and Mill Streets intersection in downtown St. Louis.
SITE HISTORY: This site was formerly a creamery warehouse building. In 1985, the City of St. Louis purchased the property and the site was being used since as a storage facility for the electric department.
CLEANUP ACTIONS: A total of $167,180 in state funds were used to demolish the old warehouse building, locate and abandon the old production well, and restore and evaluate the site for future redevelopment.
REDEVELOPMENT POTENTIAL: The city-owned site is located in an area that is zoned commercial and is recommended by the City of St. Louis for redevelopment into possibly a waterfront restaurant. The site is currently vacant and ready for redevelopment.

SITE NAME: Detroiter Mobile Home (DMH)

LOCATION: The former Detroiter Mobile Home (DMH) site is a 4.1 acre site located in an abandoned industrial area in the City of St. Louis. The property consists of three separate parcels. The property is zoned industrial as is the property surrounding the site.
SITE HISTORY: The property was initially used as a truck assembly plant in the early 1900's and, beginning in the 1960's, as a mobile home manufacturing facility. More recent uses at the property have been short term in nature. Greater Gratiot Development, Inc. acquired one of the parcels on February 4, 1999 by a quit claim deed in lieu of foreclosure. The property was subsequently deeded to the City of St. Louis in hopes of redeveloping the site.
In 1990, a 1,000-gallon gasoline underground storage tank (UST) was removed at the site and a subsequent release was reported. A limited investigation conducted in 1995 revealed the presence of gasoline constituents in the soil and groundwater consisting of benzene, toluene, ethylbenzene and xylenes. Benzene was detected in the groundwater at 4,300 parts per billion (ppb), 860 times greater than the health based drinking water cleanup criteria of 5 ppb.
In January 2000, the Michigan Department of Environmental Quality removed all of the abandoned containers from the site. A total of 26, 55-gallon drums of hazardous waste; 2, 20-gallon drums of hazardous waste; 11, 5-gallon pails of hazardous waste; 2, 55-gallon lab packs containing various small containers, and 62 empty 55-gallon drums were removed from the site.
CLEANUP ACTIONS: A total of $460,300 of CMI funds were spent at the site to demolish the dilapidated building, remove and dispose of the stockpiled soil associated with the underground storage tank removal, conduct limited investigation activities to define the contamination associated with the site and to conduct additional interim response actions necessary to redevelop the property.
REDEVELOPMENT POTENTIAL: This parcel of property is part of the City of St. Louis Industrial Park. The site is currently vacant and ready to be redeveloped.

SITE NAME: Zeilinger Property

LOCATION: The Zeilinger Property site approximately 2.0 acres and is located within the City of Ithaca. The surrounding land uses are industrial, commercial and residential. This property is zoned industrial. The area is served by municipal water.
SITE HISTORY: The Zeilinger Property was part of the former Gratiot Metals Company, which operated as a junk and scrap metal yard and an underground bulk fuel storage station from the mid 1930s to 1983. A large building, an underground storage tank (UST) and two above ground storage tanks (ASTs) remain at the site. The surface fill present over a portion of the Zeilinger Property contained broken battery casings, metal debris, glass and concrete rubble. In 1990 the MDEQ sampled surface soils around the former Gratiot Metals site and identified volatile organic compounds, polynuclear aromatic hydrocarbons, PCB's, and metals, mainly lead. Lead concentrations as high as 7,160 mg/kg were found in soil on the Zeilinger Property. Lead contamination at this site poses a direct contact hazard. During a 1996 remedial investigation of the former Gratiot Metals site the extent of lead contamination was delineated and water was determined to be "not in an aquifer", meeting all applicable criteria. A remedial action plan (RAP) and the conceptual design for the RAP were approved in 1998. In the summer of 1999, the remedial action for the former Gratiot Metals site was implemented. It included relocating off-site lead contaminated soil inside a fenced area then capping the entire fenced- in portion of the property. During the remedial action, lead contaminated soils from around the building on the Zellinger Property were excavated and relocated to the fenced area. Lead contaminated soils remain in place under the building.
In 1983 the Gratiot Metals Company declared bankruptcy and the property was sold. Ownership of most of the former Gratiot Metals site has since reverted to the State of Michigan for non-payment of taxes. Gerald Zeilinger currently owns a portion of the property.
CLEANUP ACTIONS: Nearly $587,814 in CMI funds have been used to conduct a remedial investigation in and around the building and an asbestos and lead paint survey, and then to demolish the building, remove the UST and ASTs and transport lead contaminated soil off-site.
REDEVELOPMENT POTENTIAL: The Zeilinger Property was recommended for funding by the City of Ithaca for redevelopment. The City is interested in redeveloping the area of the former Gratiot Metals site. The Zeilinger Property is the only part of the site that has not been remediated.
