LOCATION: The Barrels, Inc. site is a 2.3-acre former drum reclamation facility located in an industrial area in the northern section of the City of Lansing.
SITE HISTORY: The former drum reclamation site is bounded to the north and east by a CSX Transportation (CSXT) railway line, which runs between this property and the Motor Wheel facility which has been redeveloped by GM. Industrial properties sit to the west and south. The City of Lansing has eight municipal supply wells within a half mile radius of the site. Also, the site is located within the Grand River drainage basin, approximately 1,800 feet west of the site.
Barrels, Inc. began operations on-site around 1961 and continued until 1980, when the site was abandoned. The Barrels, Inc. reclamation process consisted of cleaning drums in a caustic solution, rinsing, repairing and repainting. The releases that occurred consisted of residual materials that were spilled during drum movement, or overflowed when drums occasionally became filled with rainwater.
A Remedial Action Plan (RAP) was submitted for the site in March 1998, and again in March 1999, both times being determined by the DEQ to be administratively incomplete and comments to that effect were sent to the liable parties in May 1999. The liable parties have agreed to revise the RAP per DEQ comments, and are currently negotiating a Consent Decree with DEQ that will serve as the legally binding agreement for RAP implementation. The target of the RAP will be a limited industrial land use based closure.
CLEANUP ACTIONS: Remedial actions to abate acute risks and achieve limited industrial closure.
REDEVELOPMENT POTENTIAL: Two parcels are tax-reverted to the State of Michigan- 33-01-01-09-281-032 and 042. The Michigan Land Bank Fast Track Authority currently owns the parcels.
REDEVELOPMENT STATUS: Site is currently has a vacant building on it and is fenced off.
