LOCATION: The Former Almont Do-It Hardware Store is located in the Village of Almont. The site is located in a mixed commercial/industrial and residential area. The site zoning is commercial.
SITE HISTORY: The site has been used for industrial purposes since 1853. Past industrial uses have included a machine shop, foundry work, painting, chrome plating, farm machinery manufacturing, vehicle maintenance, auto casting, extrusion, tubing formation, lock and key, and hardware retailing and warehousing. Phase I and limited Phase II environmental site assessments were conducted in 1997 and 1998, respectively. They revealed volatile organic compounds, semi-volatile organic compounds and heavy metal contamination in the soil and groundwater above the generic residential cleanup criteria. The soil contains levels of trichloroethylene (TCE) as high as 1,800,000 ppb at depth. This concentration exceeds the industrial/commercial soil volatilization to indoor air inhalation criteria (SVIAIC) of 37,000 ppb.
The site is located on a main street in downtown Almont and is currently vacant. All structures were demolished, including floorings and footings, in preparation for future redevelopment. A potential operator conducted a Baseline Environmental Assessment of the site, which was affirmed by the MDEQ. The MDEQ determined that TCE contaminated soil must be addressed to protect future building occupants from unacceptable exposures. Soils need to be removed and/or engineering controls must be applied to any future building construction to prevent exposure.
CLEANUP ACTIONS: A total of $918,690 in state funding has been spent at this site. These funds have been used to conduct remedial investigations to determine the full extent of soil and groundwater contamination and demolition activities. Currently beginning soil and groundwater remediation activities.
REDEVELOPMENT POTENTIAL: The Village of Almont purchased the Former Almont Do-It Hardware Store in 2000 to get the parcel into productive use. They plan to transfer ownership of the property to a developer for construction of a new U.S. Postal Service Post Office (USPS). The Former Almont Do-It Hardware Store was recommended for funding by the village to assist in the redevelopment of the site by the USPS.

SITE NAME: 400 & 410 East Third St.
Imlay City, MI

LOCATION: The 400 & 410 E. Third Street site is located in the Village of Imlay City. The surrounding land use is commercial. The Grand Trunk Railroad runs along the south side of the site.
SITE HISTORY: The site contains two parcels of land and is occupied by three buildings. The buildings include the Department of Public Works (DPW) pole barn, the Imlay City Fire Department and the former DPW building. Past uses of the site include a coal weighing station, a vehicle and equipment maintenance and storage facility, and city offices. Low areas of the site may have been filled with foundry sand from an adjacent facility. The site contained two underground storage tanks (USTs) that were removed in 1994. Upon removal the tanks were determined to be leaking. The City of Imlay City conducted a Phase I Hydrogeologic Investigation to determine the extent of soil and groundwater contamination associated with the leaking USTs. Ten soil borings and three monitor wells were installed and revealed soil and groundwater contamination. Soils and groundwater were contaminated with BTEX and PNAs above the generic residential cleanup criteria. There was almost two feet of free product on the groundwater in one of the site monitor wells.
CLEANUP ACTIONS: Just over $92,000 in CMI funds have been spent to conduct a remedial investigation to determine the full extent of soil and groundwater contamination on and off-site. Additional contamination and free product were found on and off-site and will require remediation. The City of Imlay City has assumed responsibility for the remaining investigation and clean up. Imlay City is currently pumping free product monthly and has developed a scope of work to complete investigation activities on site.
REDEVELOPMENT POTENTIAL: The City of Imlay City has owned one parcel since 1891 and the other parcel since 1962. A sign shop currently operates out of the former DPW building. The DPW and Fire Department buildings are still used by the DPW and Fire Department. These sites were recommended for funding by the city for investigation and remediation of soil and groundwater. Imlay City may want to upgrade their DPW and redevelop the parcel that currently contains the sign shop.

SITE NAME: Oakdale Regional Center Hospital, Building #44

LOCATION: The Oakdale Regional Center Hospital Building #44 site is located at the former Oakdale Regional Center property in the City of Lapeer.
SITE HISTORY: The 300 acre Oakdale Regional Center for Developmental Disabilities, located in Lapeer, was originally established in 1893 as the Michigan Home for the Feebleminded and Epileptic. It has also been known as the Michigan Home and Training School, Lapeer State Home and Training School, and the Oakdale Center for Developmental Disabilities. It was opened for patients on August 1, 1895. The institution's goal was to create a home for those who, because of mental defects could not adjust to community life; it also operated on a developmental model which presupposed returning the residents to community living when possible. The center closed in 1992. Building #44 was the former hospital building. The building has been vacant since the mental health facility closed in 1991. In 1993 the City of Lapeer conducted Phase I and Phase II Environmental Site Assessments (ESAs). The ESAs revealed BTEX and PNA contamination in the soil due to a release from a 550 gallon diesel underground storage tank (UST) installed near the building. The levels of contaminants were in excess of the generic residential cleanup criteria (GRCC). No groundwater was encountered during the ESAs. A remedial investigation was conducted to determine the extent of the soil contamination. In late 1993 the UST and 190 cubic yards of contaminated soil were removed to below GRCC. Environmental hazards in the interior of Building #44 include asbestos insulation and pipe wrap, freon in an air handler, and an X-ray machine. The City of Lapeer has already demolished 20 buildings on the property.
CLEANUP ACTIONS: Nearly $538,000 in CMI funds were used to conduct a site inspection, an asbestos survey, pre-demolition sampling and demolish the building and restore the property. Final site restoration activities were completed in November 2001.
REDEVELOPMENT POTENTIAL: The City of Lapeer purchased the Oakdale Regional Center Property from the State in 1992. The City is in the process of redeveloping the property for single-family and multi-family housing and for a regional educational center. Currently a charter school, a community college and the new Prairies and Ponds at Oakdale, a natural habit restoration and preservation effort by a team of citizens groups, federal and local agencies and nonprofit wildlife advocates are located on the property. Building #44 was recommended for funding by the City of Lapeer for demolition and subsequent redevelopment as new educational facilities.

Site Name: Former Lapeer Cleaners

LOCATION: The former Lapeer Cleaners site is located in the downtown retail district of the City of Lapeer. The site is zoned commercial. The area is serviced by municipal water and sewers.
SITE HISTORY: The site was used for commercial purposes from the 1900s to 1930s. From the 1940s until 1993 a laundry business operated on-site. The site has been vacant since 1993. In 1986 approximately 50 gallons of tetrachloroethylene (PCE), used in the dry cleaning business, spilled inside the building. Approximately 30 gallons of PCE was recovered with 20 gallons going down the drain to the local wastewater treatment plant. In 1996 and 1997 two remedial investigations were conducted beneath the building. Petroleum hydrocarbon and solvent contaminated soil and groundwater were encountered. A former basement floor was encountered that may be acting to limit the spread of contaminants below the building.
CLEANUP ACTIONS: $150,000 in CMI funds were available to be used to conduct a remedial investigation to determine the full extent of soil and groundwater contamination and clean up the worst of the contaminated soil and groundwater. However, a new owner has performed the necessary investigation and submitted a BEA to the Department to allow for redevelopment.
REDEVELOPMENT STATUS: The property has been redeveloped by We Say So Now, LLC, and is a commercial laundry. The property was sold in 2001 by the former owners for a large discount due to the environmental concerns for $29,900. Subsequently, the intermediate owner, Shoreline Investment Services sold the property to the owner of We Say So Now for $142,500 in April of 2002.
