DEQ Appropriation Reports for FY 2005

Required by 2004 PA 350

 

The Michigan Department of Environmental Quality is required by its annual appropriation legislation to provide certain reports to the Michigan Legislature.   These reports will be provided on this website in electronic format as they are produced.

Sec. 205(1,2)

(1) Defines conditions of the hiring freeze; applies to new hires for any position. Excludes internal transfers.

(2) Provides that the State Budget Dir. grant exceptions if not filling the position will halt basic services.

 

State Budget Dir. reports quarterly to the appropriations committee the number of and justification for exceptions granted; the Dept. provides input to DMB.   
Sec. 206 Transmission of reporting requirements via the Internet. May include transmitting reports via electronic mail or placement of reports on the Internet/Intranet.

Restricted fund balances, projected revenues and expenditures for the fiscal years ending Sept. 30, 2004 and Sept 30, 2005.

Report annually to the state budget director, appropriations subcommittees, and fiscal agencies.

Requires reports to the state budget office, appropriations committees and fiscal agencies, on Grant and Loan Programs, including listings of all grants administered by the dept. for FY ending 9/30/05.     
Sec. 210 Requests for diversion of water from the Gr. Lakes pursuant to the federal water resources development act of 1986. Notify legislature and offer a public meeting and public comment opportunity with respect to any request received to divert Great Lakes water.     
Sec. 211 Department will report information relative to allocations made related to the following: environmental cleanup and redevelopment program, state cleanup, emergency actions, superfund cleanup, revitalization revolving loan program, the brownfield grants and loans program, leaking underground storage tank cleanup program, contaminated lake and river sediments cleanup program, and environmental protection bond projects. Annual report on a specified list of items related to environmental cleanups. Report to the state budget director, appropriations subcommittees, and fiscal agencies.

Sec. 216 A travel report shall be prepared yearly with the inclusion of all out-of-state travel by classified and unclassified employees for the preceding fiscal year. Annual report on all out-of-state travel funded in whole or part with funds appropriated by the department's budget. Report to be transmitted to the chairs and members of the appropriation committees, the fiscal agencies, and the state budget director.

Sec. 301 Department shall provide quarterly reports on instate and out-of-state travel expenses. Submit required travel expense reports to the senate and house appropriations subcommittees on natural resources and fiscal agencies by the end of each quarter.

Sec. 401 Quarterly report, via the dept.'s Internet website, on air quality program expenditures and revenues.

Requires a quarterly report via the Internet, on air quality program expenditures and revenues. The report shall include expenditures and revenues by fund source, and by program function.

Sec. 501 Department shall prepare and submit a report regarding implementation of the Great Lakes water quality bond.

Submit report to state budget director, the legislature, chairs of natural resources and environment committees, and senate and house appropriations subcommittees. 

 
Sec.  801 Department shal conduct and submit a feasibility study of the state's capacity to handle material recovered for recycling, collection, and transporting recycled material within the state; including marketability of recycled products. Requires study with recommendations submitted to the legislature, state budget director, and fiscal agencies. Cover Letter and Report
Sec. 802 Department responsible for submitting report on all out-of-state waste disposed of in landfills in this state.

Report should include amount, type, and state of origin and be submitted to chairs of senate and house appropriations committees and subcommittees, state budget director, and fiscal agencies.

Sec. 901 Department shall submit a report on national pollutant discharge elimination system (NPDES) fund usage for previous fiscal year. Submit report to senate and house appropriations subcommittees on environmental quality and natural resources, standing committees with jurisdiction over these committees, and fiscal agencies.
