DEQ Appropriation Reports for FY 2008

Agency: Environmental Quality


Required by 2007 PA 121

 

The Michigan Department of Environmental Quality is required by its annual appropriation legislation to provide certain reports to the Michigan Legislature.   These reports will be provided on this website in electronic format as they are produced.

Sec. 205(1,2)

(1) Defines conditions of the hiring freeze; applies to new hires for any position. Excludes internal transfers.

(2) Provides that the State Budget Dir. grant exceptions if not filling the position will halt basic services.

 

State Budget Dir. reports quarterly to the appropriations committee the number of and justification for exceptions granted; the Dept. provides input to DMB.

Transmission of reporting requirements via the Internet.

May include transmitting reports via electronic mail or placement of reports on the Internet/Intranet.

 

Sec. 208

Restricted fund balances, projected revenues and expenditures for the fiscal years ending Sept. 30, 2007 and Sept 30, 2008.

Report annually to the state budget director, the subcommittees on environmental quality of the senate/house appropriations committees, and the senate and house fiscal agencies.

Sec. 209(1,2)

(1) Grant & Loan Programs Catalog

(2) Grant & Loan Projects Report

Requires reports to the state budget office, appropriations committees and fiscal agencies, on Grant and Loan Programs, including listings of all grants administered by the dept. for FY ending 9/30/08.

 

Sec. 210

Requests for diversion of water from the Great Lakes pursuant to the federal water resources development act of 1986.

Notify legislature and offer a public meeting and public comment opportunity with respect to any request received to divert Great Lakes water.

    

Sec. 211

Department shall report information relative to allocations made related to the following: environmental cleanup and redevelopment program, state cleanup, emergency actions, superfund cleanup, revitalization revolving loan program, the brownfield grants and loans program, leaking underground storage tank cleanup program, contaminated lake and river sediments cleanup program, and environmental protection bond projects.

Report to the state budget director, the senate and house appropriations subcommittees on environmental quality, and the senate and house fiscal agencies.

Sec. 216

A travel report shall be prepared yearly with the inclusion of all out-of-state travel by classified and unclassified employees for the preceding fiscal year.

Annual report on all out-of-state travel funded in whole or part with funds appropriated by the department's budget. Report to be transmitted to the chairs and members of the appropriation committees, the fiscal agencies, and the state budget director.

Sec. 220

Department provides a report of the line item amounts and detailed revenue sources which support the restricted fund appropriations in sections 102, 112.

Sec. 222

Report annually an accounting of all civil and criminal fine revenue collected during the year.

Sec. 224

Department shall submit a report on each specific policy change made to implement a public act affecting the department that took effect during the prior calendar year

Sec. 301

Department shall report quarterly on air quality program expenditures and revenues. Report shall include expenditures and revenues by fund source and by program function.

Requires a quarterly report via the department's internet web site.

Sec. 402

Department shall submit a report outlining the implementation of the Great Lakes water quality bond provided for in part 197 of the natural resources and environmental protection act, 1994, PA 451.

Annual report to the state budget director, the legislature, the chairs of the standing committees of the senate and house of representatives with primary responsibility for issues related to natural resources and the environment, and the chairs of the subcommittees of the senate and house a appropriations committees.

 

Sec. 702

Department shall submit report listing efforts made by the department to comply with this section.

Annual report shall be provided to the house and senate appropriations subcommittees on environmental quality.

 

Sec. 802 Department shall annually provide a report with the respect to the activity of a multi-source commercial hazardous waste disposal well. Report should go to the city of Romulus, city of Taylor, and Wayne County.

 

Sec. 901 Department shall submit a report on national pollutant discharge elimination system (NPDES) fund usage for previous fiscal year. Submit report to senate and house appropriations subcommittees on environmental quality and natural resources, standing committees with jurisdiction over these committees, and fiscal agencies.

Sec. 902 The department shall conduct a comparative analysis of the NPDES permit program for large confined animal feeding operations with the Michigan agriculture environmental assurance program The analysis shall be submitted to the state budget director, the senate and house appropriations subcommittees on environmental quality and agriculture, the senate and house standing committees in issues primarily related to environmental quality and agriculture, the senate and house standing committees on issues primarily related to environmental quality and agriculture, and the senate and house fiscal agencies.  
Sec. 903  The department, in conjunction with the department of agriculture, shall submit a report documenting the number of concentrated animal feeding operations (CAFOs) in the state, number of those which have permits under the national pollution discharge elimination system (NPDES). Submit report to state budget director, senate and house appropriations subcommittees on environmental quality, the senate and house fiscal agencies.  
Sec. 904 Department shall prepare a plan for the virtual elimination of sewage discharge into waters of the state by 2015.

Submit report to the state budget director, the senate and house appropriations on environmental quality and the senate and house fiscal agencies.

 
Sec. 1103 Grant recipients shall report to the department on the plan, implementation, and status of the real-time water quality monitoring program in the St. Clair watershed. Department shall submit report to the state budget director, the senate and house appropriations subcommittees on environmental quality, the senate and house standing committees on natural resources and environmental issues, and the senate and house fiscal agencies.
