DEQ Appropriation Reports for FY 2009

Agency: Environmental Quality


Required by 2008 PA 247

The Michigan Department of Environmental Quality is required by its annual appropriation legislation to provide certain reports to the Michigan Legislature.   These reports will be provided on this website in electronic format as they are produced.

Sec. 205(1,2)

(1) Defines conditions of the hiring freeze; applies to new hires for any position. Excludes internal transfers.

(2) Provides that the State Budget Director grant exceptions if not filling the position will halt basic services.

 

State Budget Dir. reports quarterly to the appropriations committee the number of and justification for exceptions granted; the Dept. provides input to DMB.

  

Sec. 206

Transmission of reporting requirements via the Internet.

The department shall use the Internet to fulfill the reporting requirements of this act. May include transmitting reports via electronic mail or placement of reports on the Internet/Intranet.

 

Sec. 208

Restricted fund balances, projected revenues and expenditures for the fiscal years ending Sept. 30, 2008 and Sept 30, 2009.

Report annually to the state budget director, the subcommittees on environmental quality of the senate/house appropriations committees, and the senate and house fiscal agencies.

Sec. 209(1,2)

For G&L programs administered by DEQ for FY2009.   (1) Grant & Loan Programs Catalog

Requires reports to the senate and house appropriations committees, and the senate and house fiscal agencies by January 1, 2009.

 

Sec. 210

Department shall report information relative to allocations made related to the following: environmental cleanup and redevelopment program, state cleanup, emergency actions, superfund cleanup, revitalization revolving loan program, the brownfield grants and loans program, leaking underground storage tank cleanup program, contaminated lake and river sediments cleanup program, and environmental protection bond projects.

The "Consolidated Report." Report to the state budget director, the senate and house appropriations subcommittees on environmental quality, and the senate and house fiscal agencies.

    

Sec. 215(3)

A travel report shall be prepared yearly with the inclusion of all out-of-state travel by classified and unclassified employees for the preceding fiscal year, funded in whole or part with funds appropriated by the department's budget.

Annual Report to be transmitted to the chairs and members of the appropriation committees, the fiscal agencies, and the state budget director.

Sec. 219

Department provides a report of the line item amounts and detailed revenue sources which support the restricted fund appropriations in sections 102, 112.

Sec. 221

Report annually on accounting of all civil and criminal fine revenue collected during the year.

Sec. 223

Department shall submit to the legislature a report that identifies specific policy change made by the department to implement a public act affecting that department that took effect during preceding calendar year

Sec. 227

Department shall submit a plan for replacement of failing or obsolete computer and database systems, including a schedule for system replacement and cost estimates

Sec. 228

The department shall develop, post, and maintain a user friendly and publicly accessible Internet site with all expenditures made by the department within a fiscal year. Posting shall include the purpose for which each expenditure is made

Sec. 229

Department shall report all requests made of the department under the freedom of information act, 1976 PA 442, MCL 15.231 to 15.246.

Senate & house appropriation subcommittees on environmental quality, the senate & house fiscal agencies , and the SBO Director.

 

Sec. 230

Department issue the necessary permits to construct a lake level control structure on Muskrat lake in Clinton County for the purpose of restoring the water level that allows use of the existing public boat dock; shows the status of the permits and the water level of Muskrat Lake.

Report to senate & house appropriation subcommittees on environmental quality, the senate & house fiscal agencies, and the state budget director..

 

Sec. 402 Department shall prepare and submit a report regarding the implementation of the Great Lakes water quality bond provided for in part 197 of the natural resources and environmental protection act, 1994 PA 451, MCL 324.19701 to 324.19708.

Submit report to the state budget director, the legislature, the chairs of the standing committees of the senate and house of representatives with primary responsibility for issues related to natural resources & the environment, chairs of the subcommittees of the senate & house appropriations committees on environmental quality.

Sec. 702

Incorporate risk-based assessment studies into the cleanup criteria. Department shall submit a report listing efforts made by the department to comply with this section.

Sec. 705 Leaking underground storage tank Administrative Rules & Op Memo advisory workgroup report of recommendations.

Sec. 901 Department shall submit a report on national pollutant discharge elimination system (NPDES) fund usage for previous fiscal year.

Submit report to senate & house appropriations subcommittees on environmental quality and natural resources, standing committees with jurisdiction over these committees, and fiscal agencies.

 
Sec. 1103 Grant recipients shall report to the department on the plan, implementation, and status of the real-time water quality monitoring program in the St. Clair watershed. Department shall submit report to the state budget director, the senate and house appropriations subcommittees on environmental quality, the senate and house standing committees on natural resources and environmental issues, and the senate and house fiscal agencies.
