The Department of Environmental Quality's centralized financial operational support, human resources, and business services fall under the Financial and Business Services Division. The division is comprised of the Office of Financial Management, the Office of Human Resources, the Office of Business Services, and the Budget Development Office.
The division is responsible for providing consistent financial controls, human resources, policy direction, and general operational support throughout the entire DEQ Lansing and field-based organizational structure.
The Budget Development Office reports to the Division Chief and has the primary responsibility for providing assistance and coordination in the preparation of the annual department budget requests and its implementation upon enactment. It provides guidance and direction on the operating budget with the department's divisions and
offices. The Budget Development Office is the primary liaison between the Department of Management and Budget and the Legislature regarding the department's operating budget. It also prepares transfer and supplemental appropriation requests for management review and submittal to the Department of Management and Budget.
