Every facility that handles hazardous chemicals should have an emergency response plan. The National Response Team's Integrated Contingency Plan (ICP) Guidance provides a format for a comprehensive emergency response plan. It can be used by any facility, whether or not the facility is subject to specific planning requirements under federal and/or state regulations.
