WASTE AND HAZARDOUS MATERIALS DIVISION

 

DELPHI CORPORATION POST CLOSURE PLAN (PCP), WYOMING, KENT COUNTY. Consideration of a hazardous waste management PCP for the Delphi Corporation facility located at 2100 Burlingame Avenue, Wyoming, Michigan MID 017 079 625. The facility operated a hazardous waste tank system that is now closed with residual soil and groundwater contamination present. The PCP describes the monitoring and maintenance activities, interim measures, and process for further investigation and cleanup of contamination at the facility. The Department of Environmental Quality (DEQ) is currently reviewing the revised PCP to ensure compliance with Part 111. The DEQ plans to make a final determination regarding the PCP by September 30, 2005. SEPTEMBER 6, 2005

Section 303(d) and section 305(b) INTEGRATED report - Ambient Water Quality Monitoring Data Request. The Water Bureau (WB) is commencing the biennial review of available ambient water quality monitoring data or information for the purpose of preparing Michigan’s Year 2006 Integrated Clean Water Act (CWA) Section 303(d) List and Section 305(b) Water Quality and Pollution Control Report. The WB is interested in obtaining credible ambient water quality monitoring data or information that has been obtained over the past five years. Depending upon the data source, the quality of the data, and the quantity of values for each parameter tested, the data or information may be used to determine if the water body to which the information applies is meeting Michigan’s Water Quality Standards. All data or information received by September 6, 2005, will be included in the review process. This is the only opportunity for the public to provide data and information for the current assessment cycle. Data or information received after September 6, 2005, will be considered during the subsequent biennial review. The Land and Water Management Division will hold a public hearing at the Hiawatha Township Hall, M‑94, Manistique, Michigan. The hearing will be for Permit Application Number 05‑77‑0014‑P, submitted by Michigan Department of Natural Resources, Forest, Mineral, and Fire Management Division, 480 N. Intake Park Road, Manistique, Michigan. The applicant is proposing to construct a 12‑foot 9‑inch wide by 30‑foot long pre‑engineered bridge across Section 19 Creek to access State land for management activities, including logging, fire suppression, and recreation. The applicant proposes to excavate in wetlands and the floodplain of the Grand River for the purpose of providing compensating cut for floodway fill necessary for construction of a wastewater treatment facility. PUBLIC HEARING ON PERMIT APPLICATION SUBMITTED BY OSCEOLA COUNTY ROAD COMMISSION, REED CITY, MICHIGAN. The Land and Water Management Division will hold a public hearing at the Lincoln Township Hall, 20920 9‑Mile Road, Reed City, Michigan. The hearing will be for Permit Application Number 05‑67‑0014‑P, submitted Osceola County Road Commission, 800 South Chestnut, Reed City, Michigan 49677. The applicant proposes to install a 112‑inch span by 75‑inch rise corrugated metal pipe overflow culvert at the 9 Mile Road crossing of the Todd Lake Outlet. The invert of the overflow culvert is proposed to be 6 inches above the invert of the existing culvert, and place 1.5 cubic yards of riprap. PUBLIC MEETING TO PRESENT A SOURCE CONTROL REMEDIAL DESIGN AND TO PROVIDE AN UPDATE ON THE STATUS OF STATE FUNDED RESPONSE ACTIVITIES FOR THE VILLAGE OF DOUGLAS SITE, DOUGLAS, ALLEGAN COUNTY. Presentation of a source control remedial design and update on the progress of state-funded response activities at this site of environmental contamination. The design involves installation of an air sparge and soil vapor extraction system to reduce the concentrations of halogenated volatile organic compounds in soil and groundwater to acceptable levels. Copies of state-funded environmental response activity technical reports leading to the selection of the source control remedial design are available at the Saugatuck-Douglas District Library. AGRICULTURE AND RURAL COMMUNITIES ROUNDTABLE, FREMONT, NEWAYGO COUNTY. The Department of Environmental Quality (DEQ) will convene the first Agriculture and Rural Communities Roundtable at the Newaygo County Regional Educational Service Agency, 4747 W. 48th Street (Main Street) in Fremont. The Roundtable, which was established by legislation passed in June, provides a forum to discuss how the laws, rules, and policies administered by the DEQ affect farmers, food processors, agribusiness, rural communities, and cities, villages and townships in rural counties. The Roundtable will consist of a discussion among a panel of representatives from the agricultural sector and rural communities and an opportunity for public comment. STORM WATER POLLUTION PREVENTION INITIATIVE WORKSHOPS. The Michigan Department of Environmental Quality's Water Bureau will present Storm Water Pollution Prevention Initiative (SWPPI) Workshops which are designed to help municipalities develop and implement approvable SWPPIs under Michigan's Watershed Municipal Separate Storm Sewer System (MS4) Permit. Under the watershed permit, most municipalities have already developed and submitted their Public Participation Plans, Illicit Discharge Elimination Plans, and Public Education Plans. The next approvable submittal is the SWPPI. Attendees of these workshops will learn what is necessary to complete and submit an approvable SWPPI and will hear what DEQ recommends as important points to consider in programs to protect waterways from storm water impacts. Workshop attendees will receive a guidance document with many resources. Building Successful Wellhead Protection Programs: Past, Present, and Future, Valley Plaza Resort, MIDLAND, MICHIGAN. Mark your calendars now for this important conference, sponsored by the Michigan Department of Environmental Quality’s Wellhead Protection Unit, Michigan State University Institute of Water Research, American Water Works Association – Michigan Section, and the Michigan Rural Water Association. This two-day conference is designed for local Wellhead Protection (WHP) leaders, team members, and others interested in community groundwater protection issues. The conference will provide an opportunity to learn about: management options for WHP, motivating team members, local WHP initiatives, revitalizing existing WHP programs, education and outreach ideas, and state program updates. DO I NEED AN AIR PERMIT?: AN INTRODUCTION TO MICHIGAN AIR PERMITTING, VARIOUS LOCATIONS, MICHIGAN. Do You Need an Air Permit? If you don’t know, then this workshop is for you!    Any business or institution that emits an air contaminant (e.g., particulate matter, sulfur dioxide, volatile organic compounds, and carbon monoxide) outside or inside of a building may be required to obtain an air permit from the Michigan Department of Environmental Quality (DEQ). Not having an air permit when one is required may result in significant fines and penalties. This workshop is designed to help you determine whether or not an air permit is required for the potential air polluting processes (e.g. boilers, welding stations, and material handling, coating, grinding and degreasing operations) at your facility. This workshop takes the mystery out of air permitting by explaining the ins and outs of permit exemptions and answers some of the frequently asked questions. This workshop also includes a discussion about how to calculate your facility’s potential to emit (PTE) air contaminants. Knowing your PTE is essential to determine whether or not your business is subject to many other federal and state air quality requirements. DEQ Air Quality Division staff will be on hand to provide examples and answer your questions. Don’t miss this opportunity to find out whether or not you need an air permit.
