ENVIRONMENTAL SCIENCE AND SERVICES DIVISION

S2 GRANT PROGRAM APPLICATION (State Revolving Fund/Strategic Water Quality Initiatives Fund). Pursuant to Parts 52 and 53 of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended, the following S2 Grant application has been received by the Michigan Department of Environmental Quality, Environmental Science and Services Division, Revolving Loan and Operator Certification Section. The S2 Grant Program provides funding from the sale of Great Lakes Water Quality Bonds to local units of government to complete comprehensive project planning for wastewater infrastructure and to design needed system improvements. Recipients must then utilize the revolving loan fund programs (State Revolving Fund or Strategic Water Quality Initiatives Fund) to finance project construction.

LAND AND WATER MANAGEMENT DIVISION

MINIMUM FLOW RELEASE FROM THE GREENWOOD  RESERVOIR TO THE MIDDLE BRANCH ESCANABA RIVER REDUCED BECAUSE OF DROUGHT CONDITIONS. On December 14, 2006, the Michigan Department of Environmental Quality's Land and Water Management Division (LWMD) authorized the temporary reduction of the minimum flow release to the Middle Branch Escanaba River. This action is in response to a petition from the Tilden Mining Company. The LWMD concurs that the watershed is experiencing a severe drought; and if weather conditions do not improve, there is a risk that the Greenwood Reservoir will reach conservation pool elevations during the critical winter months in 2007. The required minimum flow release from December 16, 2006, until March 31, 2007, will be based on the following methodology. The release rate will be adjusted once per week. The minimum flow release shall at least equal the average of the previous seven days flow, as measured at the U.S. Geological Survey stream gage #04057800, Middle Branch Escanaba River near Humboldt. In no case shall the flow release be less than 12 cfs. The maximum required flow release is 24 cfs. This authorization is pursuant to the Tilden Mining Company's Amended Order and Permit dated November 2, 1998, issued under the authority of Part 35, Use of Water in Mining Low-Grade Ore, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended. LAND AND WATER MANAGEMENT DIVISION

THE LAND AND WATER MANAGEMENT DIVISION HAS CERTIFIED TO THE DEQ DIRECTOR THAT IT HAS SUBSTANTIALLY COMPLETED ITS INVENTORY OF WETLANDS AS OF JANUARY 1, 2007. Final wetland inventory maps can be accessed electronically or requested in paper format at cost at www.michigan.gov/deqwetlands. Now that the inventory is complete, all non-contiguous wetlands over five acres in size will be regulated regardless of county population, making regulatory requirements uniform in all counties. PUBLIC HEARING FOR PERMIT APPLICATION SUBMITTED FOR REPUBLIC SERVICES OF MICHIGAN  IV, LLC, WHITEFEATHER LANDFILL, 2401 EAST WHITEFEATHER ROAD, PINCONNING TOWNSHIP, BAY COUNTY, MICHIGAN. The Waste and Hazardous Materials Division will hold a public hearing at the Pinconning Township Hall, 1751 Cody Estey Road, Pinconning Township, Michigan. The hearing is to allow for verbal and written public comments on the Permit Application for the existing Whitefeather Landfill Type II landfill, submitted by Republic Services of Michigan IV, LLC, Whitefeather Landfill, 2401 East Whitefeather Road, Pinconning Township, Bay County, Michigan. The applicant is proposing a vertical expansion to the current permitted disposal area. The proposed expansion will vertically expand the existing landfill approximately 23.2 acres. MICHIGAN AIR EMISSIONS REPORTING SYSTEM (MAERS) REFRESHER COURSE, LANSING COMMUNITY COLLEGE, WEST CAMPUS, LANSING, MICHIGAN. The Michigan Department of Environmental Quality (MDEQ) is pleased to offer an "early-bird" MAERS two-hour refresher course for those who are familiar with completing MAERS reports and just need a refresher. The session will provide a review of the basic MAERS concepts and highlight changes and new features. In addition to getting a jump start on training, attendees will receive an advance copy of the MAERS version 2006.0.0 software, which is normally sent to subject facilities in mid-January. Attendees will also receive an advance copy of the "MAERS Workbook" and other guidance materials. This class will NOT be held in a computer lab; therefore, attendees are encouraged to bring their own laptop to the class. SARA TITLE III TIER TWO WORKSHOPS, VARIOUS LOCATIONS, MICHIGAN. Title III of the Superfund Amendments and Reauthorization Act of 1986 (SARA Title III), also known as the Emergency Planning and Community Right-To-Know Act, requires facilities to report information that can be vital to the community's safety. Over 6,000 facilities in Michigan annually submit Tier Two hazardous chemical inventory reports required by SARA Title III to the State Emergency Response Commission (SERC), Local Emergency Planning Committees (LEPCs), and local fire departments. IMPORTANT ANNOUNCEMENT: Tier Two reports will be submitted online in 2007! The Michigan Department of Environmental Quality's Environmental Science and Services Division presents the SARA Title III Tier Two workshop, where attendees will learn how to complete and submit the online Tier Two report. SARA Title III emergency planning notification requirements and chemical release reporting requirements in Michigan will also be addressed. This half-day workshop is recommended for owners, operators, and environmental and safety personnel of facilities that have hazardous materials (material safety data sheets required by OSHA) on site. Environmental consultants, LEPCs, and fire department personnel can also benefit from this workshop and are encouraged to attend.
