The Michigan Department of Environmental Quality (MDEQ) is public noticing supplements to the Fiscal Year 2009 Intended Use Plans (IUP) for the state's Clean Water State Revolving Fund (SRF) and Drinking Water Revolving Fund (DWRF).
The draft supplements are available on the State of Michigan's SRF and DWRF web pages, as is the final FY 2009 IUP for each program that is currently on file with the United States Environmental Protection Agency. These supplements are necessary to enable Michigan to apply for additional capitalization grant funding being made available under the American Recovery and Reinvestment Act of 2009 (ARRA). The supplements detail how much additional capitalization will be available in Michigan and how Michigan proposes to utilize these funds, while insuring that the requirements of the ARRA are met.
This notice also solicits municipalities and public water suppliers to seek SRF/DWRF funding for projects "to address green infrastructure, water or energy efficiency improvements, or other environmentally innovative projects." The ARRA requires Michigan to utilize 20 percent of the allotted ARRA funds for eligible SRF/DWRF projects that would also qualify under the green project reserve. Federal guidance regarding green reserve qualification is available on the SRF and DWRF web pages.
Electronic copies of the IUP supplements are available at: http://www.michigan.gov/deq/0,1607,7-135-3307_3515_3517-207202--,00.html. Printed copies of the IUP supplements are available by calling the Revolving Loan and Operator Certification Section at 517-373-2161.
Public comments will be accepted until the close of business on March 26, 2009.
