The Michigan Department of Environmental Quality has received an application for Clean Corporate Citizen (C3) designation from Skilled Manufacturing, Inc., Traverse City, as provided for under Administrative Rules R324.1507 to R324.1511: Clean Corporate Citizen Program. A decision on the C3 designation approval or disapproval will be made on or before December 16, 2003. The C3 program provides incentives for improved environmental protection. AIR QUALITY DIVISION

PART 55, AIR POLLUTION CONTROL, NATURAL RESOURCES AND ENVIRONMENTAL PROTECTION ACT, 1994 PA 451, AS AMENDED. The department intends to develop proposed revisions to the Air Pollution Control Rules (ORR 2003-046EQ). The proposed amendments to the oxides of nitrogen regulations (R 336.1802 through R 336.1816) will address concerns raised by the U.S. Environmental Protection Agency. AIR QUALITY DIVISION

PART 55, AIR POLLUTION CONTROL, NATURAL RESOURCES AND ENVIRONMENTAL PROTECTION ACT, 1994 PA 451, AS AMENDED. The department intends to develop proposed revisions to the Air Pollution Control Rules (ORR 2003-047EQ). The proposed amendments will add sulfur dioxide regulations for Wayne County sources (R 336.1405 through R 336.1409) to replace the Wayne County Healthy Department sulfur dioxide rules, which were repealed in 2001. DEADLINE FOR PUBLIC COMMENT REGARDING GUARDIAN FIBERGLASS, INC. (SRN: B7205), ALBION, CALHOUN COUNTY, proposed conditional approval for a Permit to Install application to increase production capacity for two fiberglass insulation production lines. Additionally, this comment period will meet the requirements for the proposed approval of a draft initial Renewable Operating Permit (ROP) which covers the operation of Guardian Fiberglass, Inc.’s existing fiberglass insulation production facility, including the increased production capacity. The responsible official of the stationary source is Bill Jacoby, Vice President of Manufacturing, Guardian Fiberglass, Inc., 1000 East North Street, Albion, Michigan. DEADLINE FOR PUBLIC COMMENT REGARDING A DEQ APPLICATION FOR FEDERAL BROWNFIELD GRANT FUNDING FOR THREE STATE BROWNFIELD GRANT/LOAN PROGRAMS, LANSING, INGHAM COUNTY. Comments are being accepted on a Michigan Department of Environmental Quality application for U.S. Environmental Protection Agency (EPA) Brownfield Grants for three state brownfield grant/loan programs, specifically: (1) up to $1 million to capitalize the Brownfield Cleanup Revolving Loan Program (BCRL); (2) up to $350,000 for a Site Assessment Grant; and (3) up to $200,000 for a Cleanup Grant. The revolving loan program will provide low-interest loans to local units of government to promote redevelopment. The Site Assessment Grant will be used to perform site assessments at former underground storage tank sites. The Cleanup Grant will be used to perform remedial actions at sites of petroleum contamination. On behalf of Governor Jennifer M. Granholm, the Michigan Department of Environmental Quality Nonpoint Source (NPS) Pollution Control Grants Program is announcing a Request For Proposals (RFP) for projects to implement President George W. Bush’s proposed Watershed Initiative. The Watershed Initiative will provide funding to projects to support community-based approaches and activities to help local water resources. For 2004, the U.S. Environmental Protection Agency (EPA) is continuing its focus on approaches aimed to provide quick, measurable environmental results; partnerships; innovation; and program integration. In addition, this year more emphasis will be placed on market-based approaches and other socio-economic strategies. Last year, the EPA awarded grants to 20 projects nationally for a total of $15 million. Interested applicants may submit project proposals to the Environmental Science and Services Division on or before December 12, 2003. JANUARY 5, 2004

The Michigan Department of Environmental Quality (MDEQ) Nonpoint Source (NPS) Pollution Control Program is announcing a Request For Proposals for projects to develop or implement watershed management plans. Approximately $3.1 million is available through funding under Section 319 of the federal Clean Water Act. Projects to implement best management practices must be consistent with the MDEQ-approved watershed management plans. For 2004, the majority of the funding is targeted for projects in local watersheds included on Michigan’s list of water bodies not meeting Water Quality Standards. Local match funding is required. Interested applicants may submit project proposals to the Environmental Science and Services Division on or before January 5, 2004.
