Qualified Underground Storage Tank Consultants and Certified Underground Storage Tank Professionals

An owner is required to hire a Qualified Underground Storage Tank Consultant (QC) on the QC List to conduct the corrective actions at a site where the release(s) have occurred from a underground storage tank. 

 

The certification requirements for the QCs and the Certified Underground Storage Tank Professionals (CPs) are provided in Part 215, Refined Petroleum Fund, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended, and its administrative rules.  A QC must employ at least one full time, approved CP.

 

Certification Requirements for a QC: A person may apply for QC certification at any one time within a calendar year with the required documentation. Subsequent applications are accepted any one time during a calendar year.  There is no fee associated with the application.  

 

Certification Requirements for a CP: A person may apply for a CP certification at any time within a calendar year with the required documentation. Subsequent applications are accepted any one time during a calendar year.  There is no fee associated with the application.  The application includes guidance for completing a CP application.

 

The requirements for certification are provided in the QC/CP rules. The process for QC/CP  suspension & revocation is also provided in the QC/CP rules.

 

Owners and operators are cautioned that the approved QCs have been determined to meet the minimum qualifications necessary to undertake corrective actions at LUST sites, and the DEQ is not responsible or liable for the performance of the QC.

 

Definition: The QC list includes consulting firms who, based upon review of their qualifications by the Michigan Department of Environmental Quality (DEQ), Remediation and Redevelopment Division (RRD), were determined to meet the requirements of Section 21542 of Part 215, Refined Petroleum Fund, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended (NREPA).   These consulting firms are granted QC status, subject to the conditions set forth in Part 213, Leaking Underground Storage Tanks, and Part 215 of the NREPA, and other applicable state laws.  A QC may be suspended or removed from this list for fraud or other cause as determined by the DEQ. 

 

Overview: of Certification Process: As QC applications are reviewed and approved by the DEQ, each successful applicant will receive an approval letter.  Receipt of the approval letter authorizes the applicant to conduct environmental services in the capacity of a QC.  To verify a QC's status, please contact Ms. Terri Harmon-Greene at 517-335-7272 or greenet@michigan.gov.  It is the responsibility of owners and operators who have reported a release from a leaking underground storage tank (LUST) system to ensure that the consultant hired to conduct corrective actions is on the QC list. Only those firms appearing on the QC List (as modified by additions and revocations) are authorized to perform environmental services in the capacity of a QC.
