Temporary Reimbursement Program for Leaking Underground Storage Tank Sites

Program Description
On July 20, 2006, the Temporary Reimbursement Program (TRP) for leaking underground storage tanks was created by amendments to Michigan law . The program is for the benefit of certain owners or operators who had approved claims under the former Michigan Underground Storage Tank Financial Assurance (MUSTFA) Program, or persons who have a valid assignment of an approved MUSTFA claim. The deadline for submitting applications was August 29, 2007.

A total of 600 applications have been approved.  Based on this number of approved applications, the applicant for each approved facility is eligible for up to $64,000 in corrective actions costs. The approved applicants are responsible for 20% of the eligible costs as a co-pay amount.  The approved applications can be found in the link at the bottom of this page.

The TRP legislation was amended by Public Act 417 of 2008 to extend the deadlines for completion of eligible work and submittal of final invoices.  The specific changes are as follows:

  • The previous deadline date for the completion of eligible work was 540 days from the date that the applicant received the approval of their application.  The deadline date for the completion of eligible work has been extended to September 30, 2009, for all approved applicants, regardless of when they received the approval of their application.

  • The previous deadline date for submittal of work invoices was 600 days from the date that the applicant received the approval of their application.  The deadline date for the submittal invoices has been extended to December 29, 2009, for all approved applicants, regardless of when they received the approval of their application.

  • The previous minimum amount for invoice submittals was $5,000.00 except for the last invoice.  The minimum amount is now $3,000.00 except for the last invoice, which can be less than $3,000.00
