Training Material for the Part 201 Cleanup Criteria and Part 213 Risk-Based Screening Levels

This training material, developed by the Department of Environmental Quality's (DEQ) Remediation Division (RD), is provided to help determine whether a response activity complies with the cleanup criteriaof Part 201, Environmental Remediation (Part 201) of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended (NREPA) or whether a corrective action complies with the risk-based screening levels for Part 213, Leaking Underground Storage Tanks (Part 213) of the NREPA.  The generic criteria developed under Part 201 are also the risk-based screening levels for corrective actions required under Part 213 (R 299.5706a(4)).  In this document the term "criteria"is used to refer to both the Part 201 cleanup criteria and the Part 213 risk-based screening levels.

 

In addition to Part 201, Part 213, and the Part 201 Administrative Rules (Part 201 Rules), this training material is based on RD Operational Memorandum (Op. Memo) No. 1, Part 201 Cleanup Criteria, Part 213 Risk-Based Screening Levels, and its attachments.  These can be accessed on the Internet from the RD home page under the "Operational Memoranda" section (Operational Memoranda for the Part 201 and Part 213 Programs).

 

This document includes definitions of key terms related to Part 201 and Part 213, information on application of the criteria for determining if a property is a Part 201 facility or a Part 213 site, considerations for assessing compliance with the criteria, options for demonstrating compliance with Part 201 and Part 213, and includes Guidesheets for each of the exposure pathways and other concerns for which criteria are not available.  The Guidesheets identify considerations that are critical for assuring the pathway has been properly addressed. 

 

This training material is not a substitute for a complete review of the statute, administrative rules, and technical documents referenced, but rather is meant to serve as a key to which of these may be most useful for determining suitable cleanup criteria for a specific location.
