STD-07:  The changes to Part 213 on May 1, 2012, have made the Storage Tank Division Operational Memorandum STD-7 obsolete.  The management of ‘free product' has been replaced by the management of NAPL (non-aqueous phase liquids).  Corrective action requirements regarding NAPL are described in Part 213, which incorporates the American Society of Testing Materials (ASTM) Standards E1739, E2081, E2531.  The ASTM E2531-06 is entitled Standard Guide for Development of Conceptual Site Models and Remediation Strategies for Light Nonaqueous-Phase Liquids Released to the Subsurface.  If you have a specific question related to a site, feel free to contact the Remediation Division's district project manager
