Site Name: Oxbow Park

LOCATION: The site is a 40-acre parcel of land located in a residential and light commercial area of the City of Alpena and is north of Long Rapids Road and west of Pinecrest Street.

SITE HISTORY: The site was formerly used as a disposal area for solid waste. The area has since been covered with soil and left undisturbed. Investigations identified arsenic, lead, and benzo(a)pyrene above criteria in the soil. Lead, chromium and methylene chloride have been found in the groundwater.

CLEANUP ACTIONS: A total of $94,733 of CMI funds were used to conduct a limited site investigation, evaluate exposure pathways, and identify engineering controls to proceed with redevelopment of the site.

REDEVELOPMENT POTENTIAL: The City of Alpena has received redevelopment proposals from private developers to construct a mixed residential, commercial, and recreational complex for senior citizens. The developments would consist of senior housing, medical care and supply services, and senior citizen recreational facilities.

REDEVELOPMENT STATUS: This city-owned site is located in a highly developable waterfront area. The city is actively pursuing a number of redevelopment options.

Site Name: National Gypsum

Alpena, MI

LOCATION: This site comprises 85 acres and is located on Misery Bay Road and the shore of Thunder Bay, Lake Huron, just north of the city of Alpena.

SITE HISTORY: The site is an abandoned historical disposal area for cement kiln dust (CKD) which is a by-product of the cement manufacturing process. The entire site consists of 85 acres of CKD piled up to 60 feet above the level of Lake Huron as well as an estimated 80 acres of the Thunder Bay bottom land which is covered with CKD. The wave action of Lake Huron has undercut the 30-foot high banks of CKD causing the dust to break off and fall into Thunder Bay. In addition to the eroding banks of CKD, rain and snowmelt water have carved erosion ditches across the surface of the site, thereby transporting CKD into Thunder Bay. Laboratory results have identified 14 heavy metals including mercury in the CKD above direct contact values. The groundwater has been identified to contain mercury at concentrations ranging from 0.8 to 3.5 ppb as well as a pH over 13 standard units.

SITE STATUS: The property owner was previously in Chapter 11 bankruptcy reorganization and had indicated there were limited funds available to address the site and has advised the MDEQ they are no longer liable for the contamination which exists at the site. The owner has fenced the site and completed the construction of 1,850-foot long revetment or sea wall to prevent the CKD waste from falling into the Thunder Bay. Also, the CKD is nearly capped with 18 inches of clay.

CLEANUP ACTIONS: Nearly $1.75 million in CMI funds were used for response activities to prepare an evaluation and cost analysis, prepare remedial designs, and bid specifications as well as construction for selected interim response actions to control the public health and environmental threats posed by the CKD.

REDEVELOPMENT POTENTIAL: As a part of the state funded cleanup actions a study will be completed to identify potential reuses of CKD and the redevelopment potential of this site.   As the site is over 80 acres with Thunder Bay water frontage, the redevelopment potential is significant.
