LOCATION: The Former Military Base Property site is located on the west side of the City of Battle Creek in the Fort Custer Industrial Park. The area is made up of primarily commercial and industrial properties with some residential apartment complexes nearby.
SITE HISTORY: The Former Military Base Property site is an approximately 6 acre property that was part of the former Fort Custer Military Reservation from 1915 until the 1970's. At that time, the property was sold to the City of Battle Creek as surplus and has remained vacant since. Past military operations at the property may have resulted in environmental contamination. There has been no environmental assessment work done to date.
CLEANUP ACTIONS: $95,423 in Clean Michigan Initiative (CMI) funds were used to complete a remedial investigation and feasibility study. This work is completed.
REDEVELOPMENT POTENTIAL: This site is located in a vibrant Industrial Park on a developed road with infrastructure in place and close access to Interstate 94. Developer interest should be high once environmental concerns have been resolved.

LOCATION: The Global Paint & Ink site is located on the west side of the City of Battle Creek in the Fort Custer Industrial Park. The area is made up of primarily commercial and industrial properties with some residential apartment complexes nearby.
SITE HISTORY: The Global Paint & Ink site is an approximately 2 acre property that was part of the former Fort Custer Military Reservation from 1915 to 1972. At that time, the property was sold to the city as surplus and has remained vacant since. Past military and industrial operations on adjacent property as well as the property itself have resulted in environmental impacts that were detected in part by Phase I and Phase II Environmental Site Assessments that were conducted in 1998. The soil was found to be contaminated with heavy metals and some volatile organic compounds. However, the horizontal and vertical extent of contamination was not determined during these studies.
CLEANUP ACTIONS: A total of $67,771 in state funds were used by both the City of Battle Creek to conduct Phase I and Phase II environmental assessments and the state to complete a remedial investigation and feasibility study. Trace levels of volatile organic compounds were detected in the groundwater. No contaminant levels, however, exceeded Industrial/Commercial II Direct Contact Cleanup Criteria clearing the way for a business development. This work began in October 1998 and was completed in June 2000.
REDEVELOPMENT POTENTIAL: This site is located in an industrial park at the end of a road with infrastructure in place with close access to I-94. Several of the surrounding barrack-style converted to industrial buildings are available for lease.

SITE NAME: Shay Motors

LOCATION: The Shay Motors site is located in the City of Battle Creek approximately one-half mile east of the downtown business district. The area is a mixture of residential, commercial and some industrial properties.
SITE HISTORY: The former Shay Motors site is an approximately 1.5 acre property that was used for a variety of industrial purposes from the 1930's through the 1980's and is now vacant land. Site assessment work completed in the early 1990's determined that the soil is contaminated with volatile organic compounds (VOCs), polynuclear aromatic compounds (PNAs), polychlorinated biphenyls and heavy metals. The ground water was found to be contaminated with some VOCs and some metals. The property has tax-reverted to the city.
CLEANUP ACTIONS: $162,885 in CMI funds have been used to complete a remedial investigation. The investigation has detected heavy metals, PNAs, and VOCs in excess of direct contact cleanup criteria in surficial soils. VOCs and heavy metals were also detected in ground water in excess of relevant environmental criteria. Since the area is served by municipal water, however, there is no concern for exposure through drinking water wells. Additional investigation is needed to determine the extent of offsite contamination and the risk to the nearby Battle Creek River. This work is on-going.
REDEVELOPMENT POTENTIAL: This site is located just east of the downtown business district and is adjacent to another pending CMI site known as the former McLeieer Oil site. If the two properties can be assembled together and the environmental challenges resolved, the redevelopment potential would be very strong.

SITE HISTORY: The West Dickman Road site is an approximately 15 acre property that was part of the former Fort Custer Military Reservation from 1917 to 1964. At that time, the property was sold to the City of Battle Creek as surplus and has remained vacant since. Past military operations on adjacent property as well as the property itself resulted in soil contamination with heavy metals, polynuclear aromatics and volatile organic compounds (VOCs). There were some trace levels of VOCs in the ground water. None, however exceeded Industrial/Commercial II Direct Contact Cleanup Criteria clearing the way for a business development.
CLEANUP ACTIONS: In 1998, a Brownfield Redevelopment Site Assessment was conducted by MDEQ's Superfund Section staff under a federal grant. Just over $73,000 in state funds were used to complete a remedial investigation and feasibility study. This work began in April 1999 and was completed in May 2000.
REDEVELOPMENT POTENTIAL: Battle Creek Unlimited, an economic redevelopment group of the City of Battle Creek, is currently constructing a new road with infrastructure to provide better access to the parcel which is located in a vibrant Industrial Park with close access to I-94. Developer interest in the property has been high.

LOCATION: The West Michigan Ave Adjacent to BC Taxi site is located in the City of Battle Creek approximately one mile west of the downtown business district. The area is a mixture of residential and commercial properties.
SITE HISTORY: The City of Battle Creek participated in the environmental study and redevelopment of the Battle Creek Taxi Site. The work on that site had indicated that contamination might have migrated to this adjacent property. The building previously located at the site has been demolished and the property is currently vacant. The property has tax-reverted to the city.
CLEANUP ACTIONS: A total of $44,092 in state monies were used to complete a remedial investigation and feasibility study. The investigation detected some heavy metals and tetrachloroethene in excess of direct contact cleanup criteria in surficial soils. The feasibility study determined that the soil can either be excavated and removed or a developer could conduct a Baseline Environmental Assessment and develop the site with appropriate exposure controls. This work began in September 1999 and was completed in May 2000.
REDEVELOPMENT POTENTIAL: Redevelopment of this property would be possible by combining the site to the east with it. Commercial development in the area is improving.

SITE NAME: Springfield Elementary School

LOCATION: The former Springfield Elementary School site is located in the City of Springfield which is a smaller community located adjacent to Battle Creek. The area is a mix of residential, commercial and light industrial properties.
SITE HISTORY: The site is an approximately 7 acre property that was used as a school for many decades starting in about 1929. The school was closed in the 1980's and has remained vacant since. It was sold by the City of Springfield in 1992 as a potential redevelopment site. However, a series of ownership changes in the intervening period has produced no redevelopment activity at the site. The buildings were not maintained and were in poor condition. In 1997, the city declared the building as hazardous and issued a raze order. The owner of record failed to comply with this order. In 2000, the city identified the property has a high priority for redevelopment and nominated it for funding under the Clean Michigan Initiative.
CLEANUP ACTIONS: $900,000 in CMI monies were provided to the project to: remove all abandoned hazardous substances from the inside of the building, complete asbestos abatement in the building, demolish and remove all demolition materials from the site, remove any abandoned underground storage tanks from the subsurface, excavate and remove any contaminated soils, and conduct a remedial investigation to determine the extent of remaining contamination at the site in order to take appropriate action to support redevelopment. This work has been completed and the site is ready to be redeveloped.
REDEVELOPMENT POTENTIAL: This site is located just 1/4 mile north of Business Loop I-94 which provides easy access to the interstate. It is also just 1/2 mile west of the downtown business district. This seven acre parcel should be very attractive to prospective developers.
