LOCATION: Thrall Oil Site Former is approximately three acres in size and is located in a mixed residential and commercial area in the City of Flint. The site is ½ mile from Thread Lake.
SITE HISTORY: The Thrall Oil site consists of an inactive petroleum fuel blending facility. The facility also blended petroleum lubricants and recycled waste oil. The site was owned by Mary Jane Thrall from 1968 to 1977. Operations prior to 1968 are unknown. In 1977 the property was purchased by Motors Oil, which later changed its name to Estech. Exact operations during Estech's ownership are unknown. In 1979 approximately 54 aboveground storage tanks were removed from the site. At least one underground storage tank is believed to still be located on the site. The city of Flint purchased the property from Estech in 1980. In 1986 the City of Flint sold the property. The property then tax reverted and was sold at tax auction to B & T Properties. There have been three limited investigations of the site. The first was in 1986 and the last was completed in 1999. Soil contamination was documented in all three investigations. Contaminants included chrome, lead, arsenic, cadmium, barium, cobalt, nickel, zinc, volatile organics, phthalates, polynuclear aromatic hydrocarbons, and PCBs. Both lead and arsenic are present in surface soils above Generic Residential Direct Contact Criteria. In both 1997 and 1999 the state paid to remove abandoned waste from the property. No other remedial action has been taken at the site.
CLEANUP ACTIONS: A total of $277,263 of state funds were used to conduct response actions at the site, including demolition of the dangerous structures and remediation of contaminated soils.
REDEVELPOMENT POTENTIAL: There is some redevelopment potential. According to the City of Flint's Assessor's Department, the current owner remains B & T Properties, although there is an outstanding tax bill of $1500.00. The DEQ has also placed a lien on this property.

LOCATION: Site is 4 acres zoned Single Family Medium Density, located ½ mile from the Flint River.
SITE HISTORY: The site was used as an illegal private dump. Surface debris has been removed but there is believed to be contaminated material beneath the ground surface. The property has tax-reverted to the state.
CLEANUP ACTIONS: A total of $49,729 of state funds were used to perform and investigate the nature and extent of suspected soil and/or groundwater contamination. Work is completed.
REDEVELOPMENT POTENTIAL: There is some redevelopment potential as residential housing.

Site Name: Hall Street/Aldrich Park

LOCATION: The site is a two acre parcel located at the southern most end of Hall Street in the city of Flint. Site is zoned Residential. Surrounding land use is residential. The site is bordered on the west by Swartz Creek.
SITE HISTORY: Information gathered by the City of Flint indicated this area was used as an unlicensed industrial disposal area prior to being developed into a park. Other information recently discovered indicates the property was a tannery in the early 1920's. Contaminants may include metals, petroleum compounds, and solvents. The City of Flint has owned this property since 1931.
CLEANUP ACTIONS: So far, a total of $150,000 in State funds were requested to investigate whether the material purportedly deposited at the site poses an unreasonable risk to the public. The state has acquired the services of a consultant to investigate the fill material along with the presence and adequacy of any cap. Field investigation is now complete and a report of findings will be issued after data analysis.
REDEVELOPMENT POTENTIAL: As the sales agreement between Aldrich and the City of Flint stipulated this location remains a park, there is no redevelopment potential.

LOCATION: The site is a building on a city lot used as an electric motor repair shop. The building is in the second phase of the N. Saginaw and Cornelia facility ½ mile from the Flint River.
SITE HISTORY: The site was used as an electric motor repair shop. It is believed that prior use may have caused the building and ground around the building to become contaminated.
CLEANUP ACTIONS: A total of $25,888 of state funds was used to demolish the structure which had been declared dangerous by the city and to investigate the extent of contamination.
REDEVELOPMENT POTENTIAL: The site is part of the University Park redevelopment project which is the first new single family home development in the City of Flint in 20 years.
