SITE NAME: Jackson Drop Forge
2001 Wellworth Avenue

Jackson, MI

LOCATION: The site is located at 2001 Wellworth Avenue in the southwest portion of the city of Jackson. Adjacent property uses include industrial, residential, and vacant land. The Grand River is less than ¼ mile north of the forge buildings and is adjacent to the facility parking lot.

SITE HISTORY: The Jackson Drop Forge plant was abandoned in 1990 after over 40 years of operation as a steel forging business for a wide range of industries. In 1994, plating wastes, underground storage tanks (UST's) transformers and several hundred drums of hazardous substances were removed from the property and disposed by the property owners, Jackson Innova Corporation and Mercer Forge Corporation, pursuant to an agreement with the United States Environmental Protection Agency. The agreement also addressed surface and subsurface removal of several thousand abandoned drums of hazardous substances in the floodplain of the Grand River on and near the facility parking lot.

In September 1997 DEQ staff responded to a report that transformers oils were being dumped on the ground. Analytical results of stained soils documented 4,800 ppb of Polychlorinatedbiphenyls (PCB) and heavy metals in excess of Residential Direct Contact criteria. Staff also observed evidence that salvaging of metal, including structural steel beams, had occurred at the property. In May 1998 the property entered the redemption period of the tax reversion process.

CLEANUP ACTIONS: No actions to remove the PCB contaminated soil have been reported to the DEQ. No analytical data exists to characterize the nature and extent of contamination or to confirm the drum removal actions abated the environmental contamination associated with the release from the abandoned drums. $350,000 in Clean Michigan Initiative funds have been made available to assess the risk associated with the property, dispose of abandoned waste materials, and produce a cost estimate for building demolition. The site assessment activities are under currently in progress
REDEVELOPMENT POTENTIAL: The Jackson Drop Forge property has been designated a Renaissance Zone within Jackson County.

REDEVELOPMENT STATUS: This city-owned site is located in a highly developable waterfront area. The city is actively pursuing a number of redevelopment options.

SITE NAME: JACO Plating

LOCATION: The 1.3-acre site is located in the southwest portion of the city of Jackson, 1 mile south of downtown. The site is situated in a mixed residential, commercial, and light industrial area. The city's drinking water supply wells are located 150 yards downgradient of the site. A park for small children is located approximately 0.4 miles from the site. There is a 23,670 square foot building in poor condition on the site. The Grand River is less than 0.25 miles north of the site.

SITE HISTORY: The Jaco site is an abandoned electroplating business. The operation utilized many hazardous substances associated with chrome plating (i.e. acids, alkaline materials, cyanide, chromium, and zinc) from 1982 to 1991. The city of Jackson acquired the property in 1996 from the state to promote redevelopment of the site. In 1996, the Department of Environmental Quality (DEQ) discovered that the property had been abandoned with hundreds of drums of solid and thousands of gallons of liquid hazardous substanceswastes remaining.

CLEANUP ACTIONS: The Unites States Environmental Protection Agency (EPA) performed a Time-Critical drum and source removal of the abandoned plating chemicals at the property in 1997 at the request of the DEQ. A limited investigation of the soil and groundwater was also conducted in cooperation with the DEQ. As a result, some highly contaminated soils below the building were removed and analytical data on remaining soil and groundwater were collected. A report of the findings is on file at the Jackson District Office. $350,000 in Clean Michigan Initiative funds have been appropriated to demolish the building, remove highly contaminated soils, and conduct further investigation of the extent of residual contamination.

REDEVELOPMENT POTENTIAL: The Jaco Plating facility is located on prime commercial real estate fronting on the main southern entry highway into downtown. The city of Jackson is handling marketing of the property and has fielded several inquiries regarding potential reuse.

SITE NAME: Pittsburg Forge, Water Street.

LOCATION: The 1.94-acre property is located just east of downtown Jackson on the banks of the Grand River. The property is zoned for light industrial use within an industrial sector.

SITE HISTORY: Historical use of the property has been forge and machine plants since 1917, and was owned by Pittsburgh Forging Company until 1990 when the building was left vacant. The city acquired the property in 1997 from the State via tax reversion. In 1998 the Department of Environmental Quality (DEQ) discovered that some containers of suspected hazardous substances were abandoned inside the building and a few containers of liquid (likely petroleum) outside on the property.

CLEANUP ACTIONS: The city of Jackson performed an evaluation of property conditions in 1998 with a $30,000 Site Assessment Grant from the MDEQ The assessment identified abandoned containers of hazardous substances and identified several areas of potential environmental concern. Over $1,138,000 of CMI funds have been spent to dispose of the abandoned hazardous substances, remove asbestos, demolish the building, and assess the areas of the property formerly underneath the building.

REDEVELOPMENT POTENTIAL: The site is under consideration for redevelopment by the city of Jackson.
