SITE NAME: W. North Street & Westnedge
 442-450 North Street & 708-728 North Westnedge

Kalamazoo, MI

LOCATION: The site is 0.9 acres in size and consists of nine contiguous parcels of property located at 442-450 W. North Street, 708-728 Westnedge in the City of Kalamazoo. The site is located between West North Street and West Frank Street and bordered to the west by North Westnedge Avenue. Surrounding land use is residential and commercial.

SITE HISTORY: Six of the nine parcels have an history of residential land use. One parcel, located at 450 W. North Street, has a history of commercial land use. The remaining two parcels, 708 and 728 N. Westnedge Ave., have a history of land use as gasoline filling stations and repair garages. Underground storage tanks associated with 708 and 728 N. Westnedge Ave. were removed in 1975 and 1983, respectively.

During 1997, the United States Environmental Protection Agency's Field Analytical Support Program collected soil samples from the site and determined that lead, cadmium, chromium, and phenanthrene were present.

CLEANUP ACTIONS: Just over $50,000 of CMI funds were used to conduct site evaluation activities. These activities were completed to characterize the environmental condition of the facility to aid in redevelopment of the property.

REDEVELOPMENT POTENTIAL: The City of Kalamazoo has identified the W. North Street & Westnedge property as a priority redevelopment site. The City is negotiating with a potential developer for redevelopment of the property.

REDEVELOPMENT STATUS: This city-owned site is located in a highly developable waterfront area. The city is actively pursuing a number of redevelopment options.

Current Assessed Value: Unknown.

Zoning: Industrial     Master Plan Use: Mixed use or industrial park.

Local Incentives: Possible brownfield redevelopment incentives.

SITE NAME: Nolichucky Industries Corporation
2305 Kings Highway

LOCATION: The site is located at 2305 Kings Highway in the Charter Township of Kalamazoo. The site is 4.89 acres in size and is located in an industrial area just east of the city limits of Kalamazoo.

SITE HISTORY: Nolichucky Industries operated as a manufacturer of Kraft paper until the 1980s when operations ceased. The site is abandoned with dangerous buildings present. The Charter Township of Kalamazoo acquired the property through involuntary acquisition and is the current owner of the property. Kalamazoo Township has declared the structures on the property dangerous. Asbestos containing materials, electrical equipment containing polychlorinated biphenyls, storage tanks, and miscellaneous waste materials are present at the facility.

CLEANUP ACTIONS: A total of $1,242,231 of CMI funds have been used to characterize dangerous buildings for demolition and disposal, prepare bid specifications for demolition activities and oversight, building demolition and disposal, storage tank removal, and post demolition site evaluation activities to aid in redevelopment of the property. Activities to characterize buildings for demolition were completed in fall 2000.

REDEVELOPMENT POTENTIAL: The Charter Township of Kalamazoo has identified the Nolichucky property as their highest priority redevelopment project for fiscal year 2000. An adjacent property owner has expressed interest in acquisition of the property after completion of demolition and assessment activities.

SITE NAME: SER Plating
2152-2156 Portage Road
Kalamazoo, MI

LOCATION: The site is located at 2152-2156 Portage Road in the City of Kalamazoo. SER Plating historically conducted electroplating operations at the property. The property is approximately 1.2 acres in size and is located in a residential area within the City of Kalamazoo. Portage Creek is approximately 1,200 feet west of the site.

SITE HISTORY: Plating operations started at the facility in the 1950's and ended in 1987. During operation, SER employed nickel, chrome, zinc, cadmium, and silver processing lines.

On April 28, 1987 the United States Environmental Protection Agency (USEPA) conducted a site assessment at the facility. Based on the results of this assessment, the USEPA decided to conduct an emergency removal action to abate 15,000 gallons of liquid hazardous wastes. On January 15, 1991, the USEPA and Field Investigation Team (FIT) performed a Screening Site Inspection (SSI) to assess the need for additional action. Based on the results of the SSI, the USEPA conducted a second removal action during 1992. In 1994, the Technical Assistance Team performed an extent of contamination study to determine the degree of contamination in the building materials, soil beneath the foundation, and groundwater.

In 1998, the City of Kalamazoo demolished all structures on the property. Building materials suspected of contamination were deposited in the open pit in the western end of the electroplating building. The western end of the site was filled with clean fill soil to establish a gradual slope between the west and east borders of the site, and 6 to 10 inches of topsoil were placed across the site and seeded with grass mixture.

CLEANUP ACTIONS: A total of $26,258 of CMI funds were used to conduct site evaluation activities. These activities were completed to characterize the environmental condition of the facility to aid in redevelopment of the property.

REDEVELOPMENT POTENTIAL: The City of Kalamazoo is currently in negotiations with a potential purchaser.
