Michigan Household Hazardous Waste Collection Initiative Projects and Updates

This project provided grants for communities to set up and expand household hazardous waste collection programs.  Primary criteria for receiving a grant was to provide underserved populations access to household hazardous waste collections.  One million dollars were made available through the Clean Michigan Initiative (CMI) and pursuant to the MDEQ's authority under Part 145, Waste Reduction Assistance, of the Natural Resources and Environmental Protection Act (NREPA), 1994 PA 451, as amended.  The CMI was created under Part 196, Clean Michigan Initiative Implementation, of NREPA with a $675 million general obligation bond approved by voters on November 3, 1998.

 

Two rounds of applications were accepted resulting in eleven projects.  These grants must be expended within two years and projects must continue for an additional five years in an effort to make all of the projects a permanent part of the communities' waste management programs.  The first grant agreement was signed in May 2001 and the last grant will end in March of 2004.

 

UPDATES

 

Round 1 (Grant agreements signed in May and June of 2001):

 

·       City of Cadillac Household Hazardous Waste Collection Program (Grant: $38,775; Match: $21,482). This program provides two household hazardous waste collections annually at the wastewater treatment facility in Cadillac to all Wexford County residents. 

1.       Jun-01, 218 households and 11,241 lbs. of material.

2.       Oct-01, 197 households and 12,379 lbs. of material.

3.       May-02, 89 participants and 6,445 lbs. of material.

4.       Oct-02, 123 households and 7,610 lbs. of material.

5.       April - June 2003 and 159 households, 8,814 lbs of material.

Project Totals: 786 participants - 46,489 lbs

 

·       Mobile Four-County Household Hazardous Waste Collection (Grant $60,363; Match $25,491) including Lapeer, Huron, Sanilac and Tuscola Counties. This project purchased a trailer to haul collected materials from Huron, Tuscola, and Sanilac Counties to a permanent facility in Lapeer County. This project, located in the thumb region of the Lower Peninsula, has had three series of collections.

1.       Sept-01, 98 households, 8,296 lbs of material

2.       May-02. 216 households, 6,418 lbs. of material.

3.       Sept-02, 98 households, 2,946 lbs. of material.

4.       Mar-03, two collections, 9,803 lbs of material.

5.       Apr-03, 3,507 lbs of material.

6.       May-03, 3,625 lbs of material.

Project Totals: 434+ participants - 36,873 lbs

 

·     Grand Traverse County Mobile HHW Program (Grant $150,000; Match $66,515) serving Grand Traverse and Benzie Counties. This project purchased a mobile collection/storage unit to provide collections in the two county areas.

1.       Oct-01, 17 households and 1,330 lbs of material.

2.       Oct-01, 29 households and 1,978 lbs of material.

3.       May-02, two collections, 185 households and 14,458 lbs of material.

4.       Aug-02, 50 households and 5,111 lbs of material.

5.       Nov-02, 23 households and 3,243 lbs of material.

6.       May-03, two collections, 295 households and 26,689 lbs of material.

7.       Jun-03, 166 households and 12,463 lbs of material.

8.       Sept-03, three collections, 321 households and 26,846 lbs of material.

Project Totals: 1,086 participants - 92,118 lbs

      

·        Leelanau County Household Hazardous Waste Collection (Grant $52,100; Match $17,707).   Leelanau County holds satellite collections using the mobile collection/storage unit purchased with grant funding in the Grand Traverse project.

1.       Nov-01, 64 households and 3,595 lbs. of material.

2.       Apr-02, 62 households and 6,512 lbs. of material.

3.       Jul-02, 45 households and 3,441 lbs. of material.

4.       Sept-02, 67 households and 5,123 lbs. of material.

5.       Oct-02, 47 households and 3,552 lbs of material.

6.       Apr-03, 45 households and 2,560 lbs of material.

7.       May-03, 65 households and 9,331 lbs of material.

8.       Jul-03, 82 households and 5,420 lbs of material.

9.       Sep-03, 50 households and 3,627 lbs of material.

Project Totals: 527 participants - 43,161 lbs

 

·       Household Hazardous Waste Collection Initiative Grant for the Northeast Region (Grant $125,000; Match $41,667). Residents of Alpena, Alcona, Montmorency, Oscoda, and Presque Isle County are provided mobile collections in each county as well as access to a permanent facility in Alpena, Michigan.

1.       Sept-01, 480 households and 23,212 lbs. of material.

2.       Jun-02, 691 households and 37,596 lbs. of material.

3.       Jun-03, 100 households and 5,565 lbs of material.

Project Totals: 1,271 participants - 66,363 lbs

 

·       Lenawee, Jackson, and Washtenaw County  Regionalized Household Hazardous Waste Collection Initiative (Grant $48,640; Match $16,390). Through regional cooperation, residents of all three counties will have access to three collections annually.

1.       Aug-01, 90 households and 6,167 lbs. of material.

2.       Sept-01, 112 households and 2,861lbs. of material.

3.       Oct-01, 145 households and 17,288 lbs. of material.

4.       Sept-02, 39 households and 2,015 lbs. of material

5.       Oct-02, 153 households and 11,413 lbs. of material.

6.       May-03, 110 households and 10,123 lbs of material.

Project Totals: 649 participants - 49,867 lbs

 

Round 2 (Grant Agreements signed in February and March 2002):

      

·        Macomb County Health Department Household Hazardous Waste Satellite Collection Program (Grant $110,000; Match $37,092). This project provides more convenient satellite collections to residents in the densely populated county.

1.       April through June-02, 797 households, 44,012 lbs. of material.

2.       Sept-02, 438 households, 19,790 lbs. of material.

3.       Apr-03, 102 households and 2,878 lbs of material.

4.       May-03, three collections, 609 households and 25,633 lbs of material.

Project Totals: 1,946 participants - 92,313 lbs

  

·       HHW Facility for Chippewa County Residents (Grant $100,000; Match $39,000). This project will provide a permanent facility in Sault Ste. Marie to serve county residents.

1.       Jul-02, 102 households and 7,672 lbs of material.

2.       Aug-02, 103 households and 8,931 lbs of material.

3.       Sept-02, 52 households and 5,660 lbs of material.

4.       May-03, 56 households and 6,004 lbs of material.

5.       Jun-03, 70 households and 7,208 lbs of material.

6.       Jul-03, 54 households and 5,832 lbs of material.

7.       Aug-03, 40 households and 4,628 lbs of material.

8.       Sept-03, 51 households and 4,437 lbs of material.

Project Totals: 528 participants - 50,372 lbs  

      

·       Livingston County Permanent HHW Collection Site (Grant $85,000; Match $69,606). This project will site a permanent facility in Howell to serve county residents.

1.       Sept-02, 114 households and 8,323 lbs. of material.

2.       Oct-02, 80 households, 8,509 lbs of material.

3.       Apr-03, 100 households and 11,862 lbs of material.

4.       Jun-03, 121 households and 11,034 lbs of material.

Project Totals: 415 participants - 43,269 lbs

 

·        Shiawassee County HHW Collection Program (Grant $102,174; Match $34,074) This project will site a permanent facility in Owosso  to serve county residents.

1.       Sept-02, 113 households and 7,176 lbs. of material.

2.       Nov-02, 175 households and 11,025 lbs of material.

3.       May-03, 228 households and 9,948 lbs of material.

4.       Aug-03, 213 households

Project Totals: 729 participants - 28,149 lbs

 

·       Muskegon County HHW Program (Grant 110,000; Match $36,656). This project will provide a permanent facility in the City of Muskegon  as well as two satellite locations in out-county areas to serve county residents.

1.       Oct-02, 80 households and 5,100 lbs. of material.

2.       Dec-02, 8 households.

3.       May-03, two collections, 75 households.

Project Totals: 163 participants - 5,100 lbs
