As stated in the federal regulations, Municipalities with Separate Storm Sewer Systems (MS4) which service a population greater than 100,000 are required to obtain a permit. There are six communities in Michigan which met the population criteria: Ann Arbor, Flint, Grand Rapids, Sterling Heights, University of Michigan (Ann Arbor), and Warren. In addition, the Michigan Department of Transportation was required to obtain permits for their storm sewer systems associated with the above communities.
Phase II of the Storm Water Regulations expand the number of municipalities (click for list) required to obtain a permit. The United States EPA has developed a series of fact sheets related to the Phase II regulations. This is a self-extracting archive of 12 files in Portable Document Format (.pdf).

The issuance of an NPDES permit or certificate of coverage does not authorize violation of any federal, state or local laws or regulations, nor does it obviate the necessity of obtaining such permits, including any other DEQ permits, or approvals from other units of government as may be required by law.
