    S2 (SRF/SWQIF) Grants Program: Updated 8/14/2013

    In December 2010, legislation was signed to commit an additional $40 million in S2 Grants.  The grants were available to cover planning, design and user charge systems for potential State Revolving Fund (SRF) and Strategic Water Quality Initiatives Fund (SWQIF) applicants.  The grants covered 90 percent of eligible costs. Recipients were limited to $1 million in total grant assistance including grant awards under the prior S2 Grant program.  As of August 14, 2013, all of the gran funds have been allocated.

      

    Under the initial S2 Grant program, between November 2006 and June 2007, the state of Michigan committed $40 million in S2 Grant funds (total 125 grants; 113 projects for planning and 12 projects including design).  The grants were available for up to 90 percent of the planning, design and user charge system development costs for prospective SRF and SWQIF applicants. Recipients were limited to $1 million in grant assistance and were required to proceed with construction under an SRF or SWQIF loan.  If the applicants choose not to proceed with a SRF or SWQIF loan, the grant money was required to be repaid with interest.     As with the revolving fund programs, the S2 Grants Program is a cooperative effort between the Department of Environmental Quality and the Michigan Finance Authority. Money to establish this program came from the SWQIF. Legislators believe the grants will help communities better afford a wastewater project and address needs that might otherwise go unmet.
