MINIMUM FLOW RELEASE FROM THE GREENWOOD RESERVOIR TO THE MIDDLE BRANCH ESCANABA RIVER REDUCED BECAUSE OF DROUGHT CONDITIONS. On March 29, 2007, the Michigan Department of Environmental Quality's Land and Water Management Division (LWMD) authorized the temporary reduction of the minimum flow release to the Middle Branch Escanaba River. This action is in response to a petition from the Tilden Mining Company. The LWMD concurs that the watershed is experiencing a severe drought; and if weather conditions do not improve, there is a risk that the Greenwood Reservoir will not refill this spring and, therefore, reach conservation pool elevations later in the year. The required minimum flow release from April 1, 2007, until May 15, 2007, will be 12 cfs. This authorization is pursuant to the Tilden Mining Company's Amended Order and Permit dated November 2, 1998, issued under the authority of Part 35, Use of Water in Mining Low-Grade Ore, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended. 2008 SECTION 303(d), 305(b), AND 314 INTEGRATED REPORT - REQUEST FOR AMBIENT WATER QUALITY DATA FOR MICHIGAN SURFACE WATERS.The Michigan Department of Environmental Quality, Water Bureau (DEQ-WB) is requesting ambient water quality data (chemical, biological, or physical) that has been obtained by other governmental agencies, non-governmental organizations, or the public for Michigansurface waters since January 1, 2005. All water quality data submitted to the DEQ-WB before July 9, 2007, will be evaluated and potentially used to help prepare Michigan's 2008 Section 303(d), 305(b), and 314 Integrated Report. Every two years, the DEQ-WB prepares and submits an Integrated Report to the U.S. Environmental Protection Agency to satisfy the listing requirements of Section 303(d) and the reporting requirements of Sections 305(b) and 314 of the Clean Water Act. The Integrated Report describes the status of water quality in Michiganand includes a list of water bodies that are not attaining Michigan Water Quality Standards and require the establishment of pollutant Total Maximum Daily Loads. Permit applications made for these types of activities may be processed in an accelerated manner without issuance of an individual public notice. General Permits are issued for a five-year period. The purpose of the meeting is to receive comments on the proposed RAP under Part 201, Environmental Remediation, and Part 115, Solid Waste Management, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended (NREPA). The hearing will be for Permit Application Number 07‑78‑0001‑P, submitted by E. T. MacKenzie Company, 4248 West Saginaw Highway, Grand Ledge, Michigan. The applicant proposes to expand an existing 24‑acre lake by 5 acres. The existing lake was created by mining sand and will be expanded over the next three years by excavating 200,000 cubic yards of sand to shape and contour the lake banks. The lake will be dewatered by constructing a drainage ditch and settling basin then directing water to three wetland areas. The purpose of the proposal is to create safe slopes around the lake. DEADLINE FOR PUBLIC COMMENT REGARDING PROPOSED GENERAL PERMIT CATEGORY FOR REMOVAL OF QUALIFYING SMALL DAMS IN THE STATE OF MICHIGAN.Pursuant to Part 301, Inland Lakes and Streams; and Part 303, Wetlands Protection, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended, the MDEQ's Land and Water Management Division is proposing to issue a new General Permit (GP) to support the removal of qualifying small dams less than two feet in height as defined in Section 30105 of Part 301, Inland Lakes and Steams, with an overall goal of improving stream habitat in Michigan. Parts 301 and 303 authorize the issuance of GPs for categories of activities that are similar in nature, will cause only minimal adverse environmental effects when performed separately, and will have only minimal cumulative adverse effect on the environment. If this GP is approved, then the MDEQ may review and authorize specific dam removal projects under this GP in an accelerated manner without issuance of any additional public notice. In order to qualify for authorization under this GP, criteria specified in the proposed GP must be met. These criteria include limitations on the size of the dam and associated impoundment, basic environmental considerations, and requirements regarding restoration of the stream channel and associated wetlands following dam removal. In addition, permission of all property owners riparian to the dam's impoundment is required prior to dam removal. The C3 program provides incentives for improved environmental protection. TOXIC CHEMICAL RELEASE INVENTORY ADVANCED COMPUTER TRAINING, VARIOUS LOCATIONS, MICHIGAN.TRI reporting is required under Section 313 of the Emergency Planning and Community Right-to-Know Act of 1986 (EPCRA), also known as SARA Title III. Facilities in certain industry sectors that meet the criteria must submit reports for listed toxic chemicals and report releases and waste transfers of the chemicals as well as waste management activities. The Michigan SARA Title III Program is offering this half-day session designed for persons familiar with Section 313 reporting. This advanced computer training will provide hands-on use of the USEPA TRI-ME reporting software to determine eligibility and complete the forms. The training will include a discussion of the TRI Assistance Library and report submission through the Web. Attendees will use a problem set and examples in determining eligibility and release and waste management reporting. Reporting changes for 2006 will also be discussed. CLEANUP CRITERIA TRAINING, VARIOUS LOCATIONS, MICHIGAN.This comprehensive two-day training is designed for parties implementing cleanups at sites of environmental contamination in Michigan under Part 201 (Environmental Remediation) and Part 213 (Leaking Underground Storage Tanks) of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended. Attendance at any one of the three sessions being offered is required for all Certified Professionals, and is highly recommended for environmental consultants, owners and operators of contaminated sites, attorneys, and local government officials. Attendees will leave with a thorough understanding of the legal basis for cleanup requirements; the development and application of generic cleanup criteria; and the evaluation of pathways, risks, and conditions. MEECS (MICHIGAN ENVIRONMENTAL EDUCATION CURRICULUM SUPPORT) TRAINING WORKSHOPS, VARIOUS LOCATIONS, MICHIGAN.The Michigan Department of Environmental Quality is pleased to announce that Michigan is among only a handful of states to create its own environmental education curriculum, known as the MEECS. This project is designed to provide students in grades four through nine with an opportunity to learn about their environment through five different curriculum units: Air Quality, Ecosystems & Biodiversity, Energy Resources, Land Use, and Water Quality. Over 190 teacher trainings have been conducted; more workshops will continue to be scheduled.
