Construction activities (which include earth change activities such as clearing, grading, excavating, stockpiling, etc.) that disturb one or more acres, are regulated under the under Michigan's NPDES construction storm water program.

Soil Erosion and Sedimentation Control Program (SESC)
The Soil Erosion and Sedimentation Control Program was implemented to regulate the pollution of Michigan waters by improper construction site management practices. Special provisions for all development sites where there will be a disruption in the site land cover is required.
