Soil Erosion/Construction Storm Water Operator Training Information

Construction Storm Water Operator/Soil Erosion Inspector Training

If you are working on a site with an earth change over 1 acre in size with a point source discharge to waters of the state, the site will need to be under the oversight of a Certified Construction Storm Water Operator.  Sites over 5 acres in size with a point source discharge to waters of the state will not be issued a Notice of Coverage until they have a Certified Construction Storm Water Operator for the site.

If you are working for a Part 91 Enforcing Agency or Authorized Public Agency (see Part 91 Agency list), all individuals responsible for making decisions related to soil erosion and sedimentation control are required to have a valid certificate of training.  DEQ has determined that the Construction Storm Water Operator Certification is equivalent to inspector level training for Soil Erosion and Sedimentation Control.  The Construction Storm Water Operator Certification is also the prerequisite for Comprehensive Soil Erosion and Sedimentation Control Training.

Certification as a Construction Storm Water Operator allows you to:

  • Inspect sites to determine compliance with a Soil Erosion and Sedimentation Control Plan
  • Document Inspection
  • Identify Soil Erosion and Sedimentation Control Measures that are failing or require maintenance
  • Identify areas were additional SESC measures may be necessary
  • Report to landowner (or Comprehensive Certified individuals for employees or contractors for Part 91 Enforcing Agencies or Authorized Public Agencies) the findings of the inspection, including any corrective or additional action recommended.
  • *Certified Construction Storm Water Operators may be the same person responsible for installing and maintaining the Soil Erosion and Sedimentation Control measures, however, this is not a required duty under the certification.

Those interested in becoming Certified Storm Water Operators must read and understand Chapters 1-5 of the "Certified Storm Water Operator and Soil Erosion and Sedimentation Control Inspector/Comprehensive Training Manual."

Comprehensive Soil Erosion & Sedimentation Control Certification

If you work for a Part 91 Enforcing Agency or Authorized Public Agency (see Part 91 Agency list), all individuals responsible for making decisions related to soil erosion and sedimentation control are required to have a valid certificate of training.  Those individuals responsible for plan review and/or design, permit issuance determinations, and decisions on enforcement actions are required to have valid certificates of Comprehensive Soil Erosion and Sedimentation Control Training.  Prior to taking the Comprehensive Exam, individuals MUST be Certified Storm Water Operators.  

Provided you work for a Part 91 Enforcing Agency of Authorized Public Agency, Comprehensive Soil Erosion & Sedimentation Control Certifications allows you to:

  • Review and/or design Soil Erosion and Sedimentation Control Plans
  • Make final decisions regarding Soil Erosion and Sedimentation Control Permit issuance or denial
  • Make determinations on whether or not to pursue enforcement action for noncompliance with Part 91
  • Make plan updates as an employee or contractor for an Authorized Public Agency  or request plan updates of permittees
  • Review and/or Design Soil Erosion and Sedimentation Control Measures or make determinations that design assistance is needed for Soil Erosion and Sedimentation Control Measures that require is (e.g sediment basins, diversions, riprap sizing, etc.)

Those interested in obtaining a Certificate of Comprehensive Soil Erosion & Sedimentation Control Training must read and understand all information presented in the "Certified Storm Water Operator and Soil Erosion and Sedimentation Control Inspector/Comprehensive Training Manual."
