This committee's primary charge as referenced in the Juvenile Justice and Delinquency Prevention Act of 2002 and the Governor's Executive Order No. 2003-9 is to provide advice and input on prevention and treatment of juvenile delinquency, administration of juvenile justice and the reduction of juvenile delinquency.
A state advisory group is a consultative body composed of governor appointed representatives. The SAG for Michigan is called Michigan Committee on Juvenile Justice (MCJJ).
The committee is also required to develop and implement a juvenile justice plan that is submitted to the Office of Juvenile and Delinquency Prevention (OJJDP) every three years. The three year plan includes strategies for monitoring and compliance of four core requirements of the JJDP Act:
- Deinstutionalization of status offenders.
- Delinquency prevention.
- Jail removal.
- Disproportionate minority contact.
MCJJ determines how the federal funds awarded by OJJDP (under Title II Formula Grants and Title V - Community Prevention Grants) is disseminated.
The MCJJ is part of the Coalition of Juvenile Justice, a national organization including all state advisory groups, which is responsible for advising the president, Congress and the administrator of OJJDP on juvenile justice issues.
For administrative purposes, the JJAC was placed under the DHS Bureau of Juvenile Justice.
