Michigan's Department of Human Services' adoption system is based on a commitment
to fully utilize public and private resources to achieve timely placement for
state wards. State wards are children in the state's foster care system.
- The Department of Human Services (DHS) local office, or private foster care
agency under contract with the DHS, has primary responsibility for adoptive
placement within six months from the date of permanent wardship for a child
in its care whose plan is adoption.
- If a child is not placed within six months of permanent wardship, the child
shall be registered on the Michigan
Adoption Resource Exchange (MARE). Failure to register the child, as required,
shall result in a 20% reduction in the foster care agency's administrative
rate until the child is registered. Note: If a child does not have
an identified adoptive family within three months of permanent wardship, the
child must be registered on MARE.
- Once a child is registered on MARE, the child is available on a statewide
basis for placement by any private adoption agency under contract with DHS
or any DHS local office.
All foster care agencies under contract with DHS, licensed to provide adoption
services, and all non-profit licensed adoption agencies without a foster care
program are offered adoption contracts. Payment for adoption is based on an outcome
based reimbursement system. Agencies are recognized for achieving outcome related
to the timeliness of placement, or unique recruitment efforts necessary to meet the child's needs.
- A residential rate ($10,000.00) will be paid to an agency that places
a child for adoption directly from residential care. The child must be placed
within 120 days of leaving residential care.
- A MARE rate ($9,325.00) will be paid to a non-custodial agency
that places a child registered on MARE with a recruited family. A foster or
relative family is not considered a recruited family. The child may be placed
in foster care with the prospective adoptive family for up to 150 days. (Note:
The 150-day approval will require an exceptional situation).
- An Intra-Agency MARE rate ($7,000.00) will be paid to the custodial
agency that places a child registered on MARE for six or more consecutive
months with a recruited family. A foster or relative family is not considered
a recruited family. The child may be placed in foster care with the prospective
adoptive family for up to 120 days. Documentation of recruitment efforts is
required to obtain this rate.
- A five-month premium rate ($8,660.00) will be paid to an agency that
places a child in its care in adoption within five months of the child's permanent
wardship.
- An enhanced rate ($6,520.00) will be paid to an agency that places
a child in its care in adoption within seven months of permanent wardship.
An agency will also receive the enhanced rate for placing a child within nine
months of permanent wardship if the child was referred to the agency for adoptive
placement prior to registration of the child on MARE.
- A standard rate ($4,160.00) will be paid to an agency that places
a child in its care seven months after the date of permanent wardship.
- An enhanced pre-placement fee ($2,600.00) will be paid to an agency
when a child in its care is referred to another agency or DHS local office
within three months of the child's permanent wardship date.
- A standard pre-placement fee ($1,300.00) will be paid to an agency
when a child in its care is placed by another agency or DHS local office and
the criteria for an enhanced pre-placement fee does not apply.
