The Michigan Department of Human Services (DHS), Office of Children and Adult Licensing issued an order of summary suspension and notice of intent to revoke the license of Lapeer County adult foster care small group home licensee Continuing Care and Advancement, Inc. / North Branch Home, Kristian Pierce, Licensee Designee, 3315 North Branch Road, North Branch, Michigan. This action resulted from a recent investigation of a complaint of the adult foster care small group home.

The August 29, 2006, complaint investigation found violations of the Adult Foster Care Facility Licensing Act and/or adult foster care small group home promulgated rules requiring "emergency action" under the Michigan Administrative Procedures Act, MCL 24.292(2).

Effective 6:00 p.m., August 31, 2006, the Summary Suspension Order prohibits Kristian Pierce from operating an adult foster care small group home at 3315 North Branch Road, North Branch, Michigan or at any other address or location. Accordingly, he may not accept physically handicapped, developmentally disabled, mentally ill and aged adults for care after that date and time. The order also requires Mr. Pierce to inform all of the guardians of adults in his care that his license has been suspended and that he can no longer provide adult foster care.

Mr. Pierce has held a license to operate an adult foster care small group home since March 2, 1990. The license was for six adults.

Michigan law defines an adult foster care small group home as "an adult foster care facility with the approved capacity to receive 12 or fewer adults to be provided with foster care."
