The Michigan Family Independence Agency (FIA), Office of Children and Adult Licensing issued an order of summary suspension and notice of intent to revoke the license of Leelanau County adult foster care provider Leroy Grubb, 5765 E. Traverse Highway, Traverse City, Michigan. This action resulted from a recent investigation of a complaint regarding an adult foster care family home.
Michigan law defines an adult foster care family home as a private residence with the approved capacity to receive 6 or fewer adults to be provided with foster care for 5 or more days a week and for 2 or more consecutive weeks. The adult foster care family home licensee must be a member of the household, and an occupant of the residence.
The February 11, 2004, findings of the complaint investigation are:
- Over the last several months, Mr. Grubb is alleged to have sexually assaulted a female resident of the facility.
- He subsequently admitted to the Leelanau County Sheriff’s Department that he had sexual contact with the resident.
Effective midnight, February 14, 2004, the Summary Suspension Order prohibits Mr. Grubb from operating an adult foster care home at 5765 E. Traverse Highway, Traverse City, Michigan, or at any other address or location. Accordingly, he may not accept developmentally disabled, mentally ill or aged adults for care after that date or time. The order also requires Mr. Grubb to inform all of the guardians of adults in his care that his license has been suspended and that he can no longer provide adult foster care.
Mr. Grubb has held a license to operate an adult foster care home since March 9, 1999.
