Step 2 - State Self-Assessment

The second step involves Department staff and the IV-B state plan stakeholders analyzing:
  • Outcomes and statewide data indicators using National Child Abuse and Neglect Data Systems (NCANDS) and Adoption Foster Care Analysis Reporting System (AFCARS) data;
  • The systemic factors outlined below;
  • The characteristics of the Department that impact the Department's ability to deliver services that will lead to improved outcomes; and
  • The strengths of services and the areas the Department will need to re-examine during the on-site review.

This self-analysis will determine, "How well are we doing?" The assessment period is one Federal fiscal year. Michigan must submit a list of the stakeholders to Administration for Children and Families (ACF) before the self-assessment takes place. This process will begin in March 2002. It must be completed within 4 months of receipt of the materials.
