Subsequent Reviews

If a state is found to be in substantial conformity, the on-site review will be repeated every five years. The state self-assessment will take place every three years. The state may still develop a Program Improvement Plan (PIP) if the state determines that their performance is not acceptable, but penalties will not be assessed for failure to meet the action steps outlined in the voluntary Program Improvement Plan (PIP). If the state is not in substantial conformity, the reviews will take place every two years. At anytime, if the Administration for Child and Families (ACF) receives information that a state is not in substantial conformity, they may require a full or partial review. ACF will request information from a state to determine substantial conformity before initiating a full or partial review. If ACF preliminarily determines that a site is not in substantial conformity, they will initiate a full or partial review.

ACF may also conduct a partial review of state plan requirements that fall outside of the Child and Family Services Review (CFSR) process. The purpose of these reviews is to address areas of non-conformity that are outside of Child and Family Services. ACF will request the necessary information to determine conformity and will conduct a partial review if necessary.
