However, for some families, there remains a particularly difficult barrier to overcome—drugs.
Tonight, I ask again for approval of Operation Zero Tolerance. This pilot project fights drug abuse. All too often drug abuse is child abuse. By testing and treating drug abusers, we save lives and end dependency.
