Children should be encouraged to develop good work habits and an employment history at an early age. As an incentive to gain employment, the earned income of children and any savings accrued from those earnings will be excluded when determining the family's eligibility for AFDC.
Incentives to seek and maintain employment should be provided at an early age to reward initiative, to promote the work ethic, to encourage the formation of good work habits, and to assist in the establishment of a work history for young people.
Currently, income earned by a child is counted as income when determining eligibility for AFDC for the family. This often is viewed as a disincentive for a youngster to find a job, and fosters a negative attitude which can lead to dependency.
The earnings of any child and any savings resulting from that youngster's employment will be completely excluded in determining the eligibility of a family to receive public assistance. This incentive will encourage self-support and independence and add to the family income.
