Direction 2 - Breaking Down Barriers to Self-Employment (1994)

Efforts by recipients to establish businesses are hindered by current AFDC regulations restricting the accumulation of assets and business income. These assets and income are essential in the early phases of a business start-up. These limits act as a disincentive to self-sufficiency through entrepreneurship. The department seeks ways to remove barriers to entrepreneurial efforts by public assistance recipients. We will request waivers from the Department of Health and Human Services and the Department of Agriculture that would support entrepreneurial efforts. These changes are proposed on a statewide basis to encourage entrepreneurship as a viable way to self-sufficiency.
