Dan Lohrman

Director of Infrastructure Services

Daniel J. Lohrmann is the Michigan Chief Technology Officer (CTO) and Deputy Director of the Infrastructure Services Administration within the Michigan Department of Information Technology (MDIT). In this role, Dan oversees all aspects of IT infrastructure and enterprise architecture for Michigan State Government agencies.  He provides strategic vision and operational oversight for approximately 800 technology professionals in support of over 50,000 state employees.

Prior to becoming Michigan’s CTO, Dan Lohrmann was Michigan's first Chief Information Security Officer (CISO) from May 2002 until January 2009 within MDIT. In May 2008, Dan was named “CSO of the Year” for North America by SC Magazine, and he was named a “Public Official of the Year” by Governing Magazine in their November 2008 issue.

Dan has over 24 years experience in the computer industry, beginning with the National Security Agency (NSA) in Washington, D.C. He spent three years in England as a senior network engineer for Lockheed Martin (formerly Loral Aerospace) followed by four years as IT Director for ManTech International on a US/UK military base.  In 1997, Dan moved to Michigan where he served as CIO and IT Services Director for the Michigan Department of Management and Budget.

Over the past decade, Dan has led both public and private organizations. Dan served as President of Michigan InfraGard Member Alliance in 2006-2007 and chairman for 2008-2009. During his tenure as CISO, Lohrmann sat on the Department of Homeland Security's IT Government Coordinating Council (IT-GCC). In this role, Dan addressed Homeland Security issues such as state communications, intelligence sharing, writing and implementing the National Infrastructure Protection Plan (NIPP) IT Sector Plan, and privacy and security best practices. 

He also served for four years as Executive Board member of the Multi-State Information Sharing & Analysis Center (MS-ISAC), which coordinates cybersecurity actions among the 50 states. Within MDIT, Dan served as the Emergency Management Coordinator, and he led Michigan's efforts to restore IT operations following the northeast blackout of 2003.

Prior to his role as Michigan CISO, Dan was the Senior Technology Executive for e-Michigan, the agency responsible for digital government in Michigan. Playing a central role in the success of the Michigan.gov portal launch in July 2001, he served as technical advisor and program manager for the Director of e-Michigan and the Governor on implementing enterprise-wide digital government projects. Dan published and presented an academic paper entitled: "The Michigan.gov Story" at WebNet 2001 in Orlando.

Lohrmann’s first book, Virtual Integrity: Faithfully Navigating the Brave New Web, was published in November 2008 by Brazos Press. Dan is a regular speaker at technology conferences throughout the USA, and he has been quoted by global news organizations on a wide variety of technical and security topics. He writes a regular column for Public CIO Magazine, and he blogs for Government Technology Magazine.

 In April 2006, he was selected as Information Security Executive of the Year (Central USA) by the Executive Alliance. In July 2006, he was selected as a "Government Visionary" by Symantec Corporation. In December 2007, he was named as one of the “Top 25 Most Influential People in the Security Industry” by Security Magazine.  

He holds a Masters Degree in Computer Science (CS) from Johns Hopkins University in Baltimore, Maryland, and a Bachelors Degree in CS from Valparaiso University in Indiana.  Mr. Lohrmann is a distinguished lecturer for the Masters Program in Information Assurance at Norwich University.
