November Unemployment Rates Increase in Nearly All of Michigan's Regional Labor Markets - News Release

6, 2009 – Seasonally unadjusted unemployment rates increased over
the month in 16 of Michigan's 17 major labor
market areas, according to the Michigan Department of Energy, Labor &
Economic Growth. In November, total employment
and labor force levels edged upward in the majority of areas.
"This was not a typical November for jobs in Michigan's various regional
labor markets. Merchants hired fewer retail
workers for the holiday season than usual, while a number of other industry
sectors reported larger-than-expected seasonal job cuts," said Rick Waclawek,
director of the Bureau of Labor Market Information & Strategic Initiatives. "Although down slightly, manufacturing
employment statewide was comparatively steady in November."
From October to November, jobless rate increases in the 16 regions ranged
from 0.2 to 1.9 percentage points with a median advance of 0.4 of a percentage
point. Unemployment rates edged upward
by only 0.2 of a percentage point over the month in seven areas, while the
state's three northernmost labor market regions posted sizeable seasonal
increases of over a full percentage point. The next largest rate advances in November were reported in both the
Detroit-Warren-Livonia and Flint Metropolitan Statistical Areas (MSAs), with rate hikes of 0.7 of a percentage point each.
The jobless rate in the Ann Arbor MSA declined slightly by 0.1 of a
percentage point over the month.
Jobless Rates Rise Substantially Over Year
From November 2007 to November
2008, unemployment rates rose in all 17 major labor market areas, with a significant
median advance of 2.4 percentage points. Rate jumps were wide ranging from 1.5 to 3.9 percentage points
throughout the 17 regions in Michigan. The Flint, Monroe, and
Muskegon-Norton Shores MSAs recorded the most
pronounced over-the-year unemployment rate increases.
Total Employment Up Slightly Over Month, Down Over Year
Over the month, total employment edged upward seasonally in
ten areas, and declined in five. Significant
seasonal employment reductions were posted in the Upper Peninsula, along with the Northeast and
Northwest Lower Michigan Regions. The
Detroit-Warren-Livonia MSA also reported a major over-the-month drop in total
employment. Total employment levels in
November were essentially unchanged in the Monroe and Bay City MSAs.
Since November 2007, total employment fell in all 17 regions. Over-the-year declines were substantial, and averaged
over 4.0 percent.
Labor Force Levels Up
Over Month, Down Over Year
In November, labor force levels increased seasonally in 13
areas, declined in three, and were unchanged in the Niles-Benton Harbor MSA. From November 2007 to November 2008, workforce
levels fell in all 17 regions by an average of 1.6 percent.
November Payroll Jobs Drop
The monthly survey of employers indicated that seasonally
unadjusted payroll jobs in Michigan fell by 37,000 in October to total
4,172,000. A less-than-normal seasonal
gain in retail trade (+7,000) was more than offset by seasonal declines in
leisure and hospitality services (-19,000), professional and business services
(-11,000) and construction (-9,000). These decreases were well beyond what is typically expected for this
time of the year, and occurred evenly throughout the state's metropolitan
areas.
A relatively minor job reduction in manufacturing of 2,000
was spread throughout the state, while comparatively small seasonal gains in
education and health services (+3,000) and local government education (+2,000) were
reported in most metropolitan regions in November.
From November 2007 to November 2008, seasonally unadjusted payroll
jobs fell statewide by 114,000 or 2.7 percent. All of the 12 major metropolitan areas in the state recorded payroll job
declines since November 2007. The most
significant over-the-year metro job losses were recorded in the
Detroit-Warren-Livonia (-73,000), Flint (-9,000), and Lansing-East Lansing
(-5,000) MSAs. The Saginaw-Saginaw Township North and Ann Arbor MSAs reported more moderate total job cuts of around 3,000 each since November 2007,
while the remaining metropolitan areas registered job losses of 2,000 or less
in this period.
Over the year, manufacturing, construction and retail trade jobs
were down in all metropolitan areas, while jobs in health services were up in
all metro areas since November 2007.
County Jobless Rates Up Over Month, Year
Seventy-eight of Michigan's 83 counties recorded unemployment
rate increases over the month with a substantial median advance of 0.9 of a
percentage point. The largest county
jobless rate gains were primarily seasonal increases in the state's northern areas.
Unemployment rates in November declined
in three counties, while the rates in the remaining two counties were
unchanged. In November, more than half
of Michigan counties (48) reported jobless
rates of 10.0 percent or above.
From November 2007 to November 2008, unemployment rates were
up in all 83 counties, with a significant median increase of 2.8 percentage
points.

previously released Michigan seasonally adjusted data.

estimates for Michigan and its 17 major labor market areas
follows, along with a listing of county jobless rates for November.
