LANSING - Today Office of Financial and Insurance Regulation (OFIR) Commissioner Ken Ross announced three new members of his management team. Effective Monday, June 2, 2008, Jean Boven will serve as Deputy Commissioner of the Regulatory Compliance Division, Jenita Moore will serve as Deputy Commissioner for Policy, and Joe Garcia will serve as Ross’s Chief of Staff.
“These new staff members bring with them a wealth of knowledge and a diverse record of serving the public. I am pleased to welcome them to the OFIR team,” said Ross.
Jean Boven, Deputy Commissioner, Regulatory Compliance Division:
Jean’s primary responsibilities will include the supervision of the Insurance, Consumer Finance and Product Review sections.
Most recently, Jean was the director of licensing for the Bureau of Commercial Services within the Department of Labor and Economic Growth where she oversaw the administration of 31 different occupational licensing programs. Prior to that, she was the manager of the Administrative Service Unit in the Commercial Enforcement Division over seeing complaint intake. Jean has 32 years experience working within various agencies in state government.
Jean earned a bachelor’s degree in Public Policy from Michigan State University and a Master of Public Administration from Western Michigan University.
She lives in Watertown Township. She is married with two children.
Jenita Moore, Deputy Commissioner for Policy:
Jenita’s primary responsibilities will include serving as the OFIR’s legislative affairs director and policy advisor.
Jenita most recently served as Deputy Director of the Legislative Affairs Division for Governor Jennifer M. Granholm. She represented the Governor in direct lobbying efforts with the Michigan House of Representatives on legislation and other public policy initiatives. Prior to working for Governor Granholm, Jenita was the Legislative Director/Office Manager for State Representative Artina Tinsley Hardman.
Jenita earned a bachelor’s degree from Eastern Michigan University and her Master of Public Administration from Western Michigan University.
She currently lives in Lansing.
Joe Garcia, Chief of Staff:
Joe’s primary responsibilities will include working with OFIR staff, a variety of external stakeholders and administration officials to ensure the execution of the Commissioner's agenda and the efficient day to day management of agency operations.
Most recently, Joe was an attorney in private practice with the East Lansing law firm of Guggemos Brown & Gilkey, PC. Prior to that, he served as law clerk for Ingham County Circuit Court Judge Paula J.M. Manderfield. While attending law school Joe also worked for the Michigan Legislature and the Michigan Attorney General.
Joe earned a bachelor’s degree from Michigan State University and law degree from Michigan State University College of Law.
He lives in Delta Township with his wife and daughter.
OFIR is responsible for the regulation of 27 HMOS, 139 banks, 169 domestic insurance companies, 223 credit unions, 1,303 foreign insurance companies, 1,750 investment advisers, 2,100 securities broker-dealers, 7,772 consumer finance lenders, 146,419 insurance agents, and 115,000 securities agents.
