FINAL DECISION

The Administrative Law Judge issued a Proposal for Decision dated September 25, 2003. She recommended that the Respondent be ordered to make restitution, that she be ordered to pay a civil fine, and that her license to act as a producer be revoked. Neither party filed exceptions.

The factual findings in the PFD are in accordance with the preponderance of the evidence and the conclusions of law are supported by reasoned opinion. The PFD is attached, adopted, and made part of this final decision.

ORDER

Therefore, it is ORDERED that:

1. The Respondent shall pay restitution in the following amounts by January 30, 2004: $457.08 to XXXXXXXXXX XXXXXX; $100.00 to XXXXX XXXXXXX; and, $11,500.00 to XXX XXXX XXXXXXXXX.
   
2. The Respondent shall pay a civil fine of $1,5000.00 by January 30, 2004.
   
3. The Respondent’s producer license is revoked.
