NOVEMBER 14, 2000 - The Michigan Department of Consumer & Industry Services (CIS) has summarily suspended the registered nurse license of Kim Elizabeth Strouse, R.N. for failing to comply with an order of the Michigan Board of Nursing concerning substance abuse treatment and monitoring. The CIS Bureau of Health Services orders a summary suspension when it believes the public’s health, safety and welfare warrant emergency action.
Strouse was required by the Board’s order to enter into a monitoring agreement with the Health Professional Recovery Program (HPRP), a monitoring program that supports recovery from substance abuse, chemical addiction and mental illness. Enacted legislatively in 1994, the HPRP encourages health professionals to address their problems before their impairment harms a patient or damages their careers.
When Strouse failed to take the steps necessary to enter into the required monitoring agreement, the HPRP closed her file and returned it to the Department, which summarily suspended her license. An administrative hearing will be scheduled to address the status of Strouse’s suspended nursing license.
