The bill is entitled the Job Creation and Regulatory Responsibility Act of 1999.
The bill prohibits local units of government from enacting ordinances or enforcing regulations in
areas covered by state or federal law unless specifically and expressly authorized to do so. "State
or federal law" is defined in the act as 27 state and federal laws, including the Minimum Wage
Law of 1964, the Youth Employment Standards Act, the Michigan Occupational Safety and
Health Act, the Family and Medical Leave Act of 1993, and the State Construction Code Act of
1972.
