This act would be known as the ‘Internet Access Enhancement Act of 1999'. It would mandate that each wireline broadband Internet access transport provider, who either is or is an affiliate of an Internet service provider, shall give any other requesting provider access to its broadband Internet access transport services, unbundled from the provision of content, on rates, terms and conditions that are at least as favorable as those on which it provides the access to itself, to its affiliate, or to any other person. The required access would be made available at any technically feasible point selected by the requesting Internet service provider.
Any violators of this act would be guilty of a misdemeanor punishable by imprisonment for not more then 90 days or a fine of not more then $5,000.00, or both.
