| Filing A Complaint |
Complaints Against Licensees
The Office of Local Government and Consumer Services (OLGCS) reviews complaints against electricians, mechanical contractors, plumbers, state approved premanufacturers, and complaints regarding barrier free design issues.
All complaints must be in writing and should include the following information:
•name, address, and phone number of complainant
•job location (if different than complainant's address)
•specify township, city, or village and county of job location
•name and address of company complaint is against
•individual(s) dealt with at company
•license number of contractor, if known
•what were they hired to do (i.e., install specific equipment, repair equipment, etc.)
•what was wrong with the job
•if equipment was installed, was a permit obtained and/or inspections performed
•attach copies of any substantiating documentation (i.e., contract, proposal, invoice, etc.)

Upon receipt of the information bureau staff will review documentation to determine if an investigation should be initiated or if additional information is required.
The Bureau of Construction Codes does not have the authority to intervene in monetary or contractual disputes.
Note: Complaints against residential builders and/or maintenance and alteration contractors are not handled through this agency. Please contact the Bureau of Commercial Services at 517-241-9202 (complaints).
Complaints Against Local Units of Government
The Office of Local Government and Consumer Services processes and reviews complaints relating to the administration and enforcement of construction codes as performed by local units of government.
All complaints must be submitted in writing and should include the following information:
•Name, address, and phone number of complainant
•Identification of the unit of government (i.e. Village, Township, City, or County)
•Clearly detail the specific issue of the complaint
•Attach copies of any substantiating documentation
•Signature of complainant
All correspondence regarding complaints against local units of government that administer and enforce their own construction code programs should be submitted to:

Note: Complaints will only be accepted in writing. No anonymous submissions will be processed.
Complaints Against Manufactured Home Communities, Installer/Servicer, Manufacturer, or Retailer
Prior to filing a formal complaint with our agency; send a written complaint that includes all areas of concern to the community, installer/servicer, manufacturer, or retailer. The complaint must be sent certified mail with return receipt or hand delivered with hand written receipt of delivery.
If a satisfactory response is not received in 10 business days, a complaint may be filed with the Office of Local Government and Consumer Services using a
Manufactured Housing Statement of Complaint form.
Return the completed "Manufactured Housing Statement of Complaint" form and accompanying information to:

•A copy of the complaint letter sent or delivered to the community, installer/servicer, manufacturer, or retailer
•A copy (not original) of the delivery receipt which shows acceptance or refusal of delivery
•A copy (not original) of any written response received relative to the complaint
•A copy (not original) of any documents which support the complaint. Please include a copy of the purchase agreement if the complaint is against a retailer or manufacturer, or a copy of the work order if the complaint is against an installer/servicer
